The South Ethiopia Region Water and Energy Bureau invites sealed quotations for the supply, installation, testing, and commissioning of GI and HDPE Pipes & Fittings for the Anckober Rural Water Supply Expansion Project in Gamo Zone, Mirab Abaya Woreda.

Invitation to Quote for Supply & Installation Pipe & Fittings

1.       The Federal Democratic Republic of Ethiopia has received financing from the World Bank (Bank) toward the cost of the Water Supply and Sanitation Project and intends to apply part of the proceeds toward payments under the contract for the supply & installation of GI & HDPE Pipes & fittings for Anckober RPS for Rural WaSH Woredas.

2.       The South Ethiopia Region Water and Energy Bureau now invite sealed quotations from bidders who have WWC -5 and above for the of Supply, install, testing and commissioning of GI and HDPE Pipes & Fittings for Anckober Rural Water Supply Expansion Project in Gamo Zone, Mirab Abaya Woreda, described in Annex 1: Purchaser's Requirements, attached to this RFQ.

3.       Bidding will be conducted through a Request for Qoutation (RFQ) procedure specified in the World Bank's Guidelines: Procurement under IDA Credits and is open to all bidders from eligible source countries as defined in the Guidelines.

4.       Interested eligible bidders may obtain further information from the SouthEthiopia Regional States of Water and Energy Bureau, One WaSH National Program Management Unit, from 9:00 A.M to 12:30 A.M & 1:30 PM to 5:30 P.M from Monday to Friday.

5.       A complete set of RFQ Documents may be Purchased by interested bidders on the submission of a written application and copies of necessary renewed licenses with originals from South Ethiopia Regional States of Water and Energy Bureau, Procurement and Property Adm. Directorate, Room No Dilla City, Telephone number 046 131 0241, at or before 2:00 P.M. on 18 March 2026. Upon payment of a non-refundable fee of Birr 500.00 (Five Hundred Birr) only. Method of payment will be in cash or account against receipt. suppliers are required to attach with their application, a copy of their renewed trade licenses, VAT certificate, Tax clearance and TIN certificate.

6.       Quotation must be delivered to the address below at or before 2:00 P.M. on 18 March 2026.

7.       Electronic bidding shall not be permitted. Late Quotation will be rejected. Technical and Financial Quotation will be opened physically in the presence of the bidders' representatives who choose to attend in person at the address below at 2:30 P.M. on 18 March 2026 at South Ethiopia Regional States of Water and Energy Bureau Procurement & Finance Directorate Director.

8.       All quotation shall be accompanied by a Quotation Security of Birr 200,000.00 (Two Hundred Thousand Birr) in the name of South Ethiopia Regional States of Water and Energy Bureau and shall remain valid for 120 (One Hundred Twenty) days. Insurance bonds are not acceptable.

9.       Quotation shall be valid for period of 90 days after Bid Submission deadline.

10.   Qualifications requirements are provided in the RFQ documents.

11.   The South Ethiopia Regional States of Water & Energy Bureau reserves the right to reject all or part of the Quotation.
