1.       The Federal Democratic Republic of Ethiopia has received financing from the World Bank (Bank) toward the cost of the Water Supply and Sanitation Project and intends to apply part of the proceeds toward payments under the contract for the Supply of Three Submersible Borehole Pumps for Dilla and Sawula Towns for Urban WSSP.

2.       The South Ethiopia Region Water and Energy Bureau now invite sealed bids from bidders for the Supply of Three Submersible Borehole Pumps with Accessories for Dilla and Sawula Towns. described in Annex 1: Purchaser's Requirements, attached to this RFB.

3.       Bidding will be conducted through a REQUEST FOR BID (RFB) procedure specified in the World Bank's Guidelines: "Procurement Regulations for IPF Borrowers "and is open to all bidders from eligible source countries as defined in the Guidelines.

4.       Interested eligible bidders may obtain further information from the South Ethiopia Regional States of Water and Energy Bureau, One WaSH National Program Management Unit, from 09:00am to 12:30am & 1:30pm to 5:30pm from Monday to Friday.

5.       A complete set of RFB Documents may be Purchased by interested bidders on the submission of a written application and copies of necessary renewed licenses with originals from South Ethiopia Regional States of Water and Energy Bureau, Procurement and Property Adm. Directorate, Room No------Dilla City, Telephone number 046 131 0241, at or before 2:00 P.M. on 27 March 2026. Upon payment of a non-refundable fee of Birr 500.00 (Five Hundred Birr) only. Method of payment will be in cash or account against receipt. Bidders are required to attach with their application a copy of their renewed trade licenses, VAT certificate, Tax clearance and TIN certificate.

6.       Bids must be delivered to the address below at or before 2:00 PM. on 27 March 2026.

7.       Electronic bidding shall not be permitted. Late Bids will be rejected. Technical and Financial Bids will be opened physically in the presence of the bidders' representatives who choose to attend in person at the address below at 2:30 PM. on 27 March 2026 at South Ethiopia Regional States of Water and Energy Bureau Procurement & Finance Directorate Director

8.       All Bids shall be accompanied by a Bid Security of Birr 400,000.00 (Four Hundred Thousand Birr) in the name of South Ethiopia Regional States of Water and Energy Bureau and shall remain valid for 120 (One Hundred Twenty) days. Insurance bond is not acceptable.

9.       Bids shall be valid for period of 90 days after Bid Submission deadline.

10.   The South Ethiopia Regional States of Water & Energy Bureau reserves the right to reject all or part of the Bids.
