1.     The Federal Democratic Republic of Ethiopia has received/ financing from the World Bank toward the cost of the East Africa Skills for Transformation and Regional Integration Project and intends to apply part of the proceeds toward payments under the contract for Establishing Smart Multi Lingual Language Lab (Supply, installation, integration, training, and technical support).

2.     Tourism Training Institute serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for Establishing, Smart Multi Lingual Language Lab (supply, installation, integration, training and technical support) as follows:

3.     Bidding will be conducted using the National Competitive Bidding (NCB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, edition of July, 2021 SBD installation of information system single stage bidding and is open to all Bidders eligible as defined in the Guidelines.

4.     The bidding document in English may be purchased by interested Bidders directly to the address below and upon payment of a nonrefundable fee of Ethiopian Birr 400.00 (Ethiopian Birr Four Hundred) or its equivalent freely convertible currency starting from the first announcement of this notice on the Ethiopian Herald in office hours until the closing date and time. The method of payment will be bank transfer on the bank account MoLS-Tourism Training Institute 1000572817893 Commercial Bank of Ethiopia.

5.     Bids must be delivered to Tourism Training Institute, Building Block Number 1 Office number 13 EASTRIP PIU office before 2:00 P.M. February 20, 2026 and Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below on the same date at 2:30 P.M. Electronic Bidding will not be permitted. Late Bids will be rejected.

6.     All Bids must be accompanied by the amount of bid security as stated in the above table in the form of Unconditional Bank Guarantee or CPO which should be issued from a reputable Bank in a freely convertible currency with validity period not less than 90 days in the name of Tourism Training Institute.

7.     The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software either is covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.

8.     Bidders are required to submit copies of all eligible documents and licenses, which are renewed for the year 2025.

9.     Tourism Training Institute reserves the right to reject part and/or all bids.
