1.       The Federal Democratic Republic of Ethiopia Ministry of Irrigation and Low Lands has received financing from the World Bank towards the cost of the Horn of Africa Ground Water for Resilience Project and it intends to apply part of the proceeds toward payments under the contract for the Procurement of Construction of 255 hectare Ground Water Based Pressurized Irrigation System including Operating the System for One Year.

2.       Interested eligible bidders must submit Renewed Trade License for the current year 2018 EC, VAT Certificate, Tax Clearance Certificate, and Registration Certificate on the supplier list of PPA. Documents evidencing these requirements have to be submitted together with the bid documents for evaluation purposes.

3.       The Ministry now invites sealed bids from eligible bidders for the of procurement project referenced as ET-MOIL-528170-CW-RFB, Construction of 255 hectar Ground Water Based Pressurized Irrigation System in Borena Zone, Teltele Woreda, Mermero Kelo Kebele, Dillo Woreda Goray Kebele and Elwoye Woreda Saba Kebele including Operating the System for One Year.

4.       Bidding will be conducted through the National Competitive Bidding (NCB) procedures and is open to all bidders.

5.       Interested eligible bidders can obtain further information and inspect the bidding documents at Ministry of Irrigation and Low Lands Engineering Procurement Lead Executive 4th Floor during office hours (8:30 A.M to 5:30 P.M) on business days.

6.       A complete set of bidding documents in English must be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of ETB 1,000.00 (One Thousand Birr only).

7.       The bid documents must consist of one original and five copies of the technical document sealed separately and insert in mother envelope and one original and five copies of the financial document sealed separately and insert in mother envelope, the first envelope labeled as "TECHNICAL PROPOSAL" and the second envelope "FINANCIAL PROPOSAL".

8.       All bids must be accompanied by a bid security of ETB 3,600,000.00 (Three Million Six Hundred Thousand) either as a Cashier's Payment Order (C.P.O.) or an Unconditional Bank Guarantee issued by recognized by local bank for the Ministry of Irrigation and Lowlands.

9.       Bids must be delivered to the address below on or before 2:00 PM on February 16, 2026 G.C. Bids will be publicly opened in the presence of the bidders designated representatives and anyone who choose to attend at the following address. The Bid shall be opened same day on 2:30 P.M February 16, 2026 G.C. Late bids will be rejected.

10.   The winning bidder must provide a performance guarantee of 1% of the contract price for environmental and social safe guards in addition to a 10% performance bond.

11.   Bids must remain valid for 90 days’ post bid opening.

12.   The Ministry reserves the right to accept or cancel any or all parts of the bid.
