1.       Introduction

The Coalition of Ethiopian Civil Society Organizations for elections (CECOE) is currently implementing the project "Promoting Democracy. Civic Engagement, and Human Rights in Ethiopia through Strengthening Civic Actors." This initiative is supported by the france Development Agency (AFD) and is carried out in partnership with consortium members EWRA and Bright Future.

As a critical component of this project, CECOE is establishing a high-tech e-learning infrastructure to host tailored, interactive, and multi-lingual civic education modules. CECOE requires the procurement of specialized IT hardware.

This procurement seeks to provide the physical interface (Al-in-One Desktops and Smart TVs necessary for the rigorous pilot testing and full-scale deployment of the e-learning platform to users

2.       Scope of Work

CECOE seeks a qualified vendor to supply deliver and configure high-performance hardware that will serve as the foundation of its interactive e-learning ecosystem

The vendor will partner with CECOE to ensure that the physical equipment is fully optimized to display the complex whiteboard animations, localized scripts and automated certification processes developed for the project.

The scope of work for the hardware procurement focuses on the following key deliverables

2.1. Desktop Computer (All-in-One Hubs)

The vendor shall provide All-in-One Desktop Computers. These units must be configured to:

1.1.1.       Desktop Computers (All-in-One)

•         Key Specs: Intel i5 (3.2-3.6 GHz), 4GB RAM 500GB HDD, Windows 11.

•         Operating System Readiness: Come pre-installed with Windows 11.

•         Hardware Specifications: Feature an Intel Core i5 processor (3.2GHz base). 4GB DDR3 RAM OptiPlex-3020/7020 and 500GB HDD to handle multi-lingual civic education resources and infographics

•         Accessories or full connectivity: include all necessary peripherals (Keyboard Mouse, Power, and Video cobles for immediate deployment in regional hubs.

2.2. Smart TV (43-inch LED Display)

The vendor shall provide 43-inch LED Smart TVs with brands Hisense or Life Star) to facilitate group learning and interactive content viewing. Requirements include:

•         High-Definition Clarity: Full HD (1080p) resolution to ensure that text-heavy infographics and whiteboard animations are legible to all trainees

•         Key Specs: 43 LED, 1080p Full HD. Wi-Fi/Ethernet Min 3 HDMI/2 USB ports.

•         Accessories Must include a wall mount bracket

•         Robust Connectivity: Integrated Wi-F/Ethernet and a minimum of 3 HDMI and 2 USB ports for diverse digital content integration,

Eligible Bidders: bidders must demonstrate and possess a valid Trade License for IT/electronics Supply, a Tax Identification Number (TIN), a VAT Registration Certificate, and a valid Tax Clearance Certificate for the current Ethiopian fiscal year

Bid Document: The bid document can be purchased for a non-refundable fee of 300 ETB at the CECOE office: Heritage Building, 3rd Floor, Cameroon Street (across from the Embassy of Tanzania, beside DoubleTree Hotel Addis Ababa, Ethiopia

Bid Submission: Deadline: February 13, 2026, at 10:00 AM 4:00 local time)

Format: Two separate sealed envelopes containing the technical and financial proposals with copies, respectively.

Bid Opening: February 13, 2026, at 10:30 AM (4:30 local time) at the CECOE office in the presence of bidder representatives

Bid Bond: A bid bond equivalent to of the total bid amount, issued in the form of a Certified Payment Order (CPO) from an Ethiopian bank, is required. The bid bond must remain valid until the contract agreement is signed between CECOE and the winning consultant/company, extending beyond the submission deadline. CECOE will retain the bid bond until the agreement with the selected bidder is inalized.

Other Late bids will be rejected. CECOE reserves the right to accept or reject any or all bids, all bid information is confidential. Detailed evaluation criteria and required bidding forms are included in the bid document

Financial Protection: The Bid Bond ensures the bidder's commitment. Should the awarded bidder refuse the final contract CECOE immediately claims the non-refundable bond to cover financial damages, such as the increased cost of selecting a new contractor or the expenses of a new tender process.
