Notice of Invitation for Bid

Defense Construction Enterprises want to carry out various construction works by contractor. So, interested bidders who meet the requirement or criteria listed below shall participate the bid.

1.       Defense Construction Enterprise has signed a contract Agreement with Ministry of work and urban development contractors of Category GC-VI, BC-V or above to 4B+G+ 19 offices building in Addis Ababa City Project, and intends to sub-Contract the Construction of Shoring work to illegible Contractor.

2.       Defense Construction Enterprise then now invites registered contractors of Category Ministry of work and urban development contractors of Category GC-VI, BC-V or above renewed with their professional and trade license valid for the year 2018 E.C, registered for VAT and having tax clearance (for local contractors) to submit sealed bids for providing the necessary labor, materials and equipment for the Construction of 4B+G+19 office building in Addis Ababa City Project.

3.       The shoring (Soil Protection) system total area of the basement floor is 2391m2 inclusive Excavating boreholes, caraway and any related works by sub-contractor is expected to construct the sub-contract work as per the drawings and specification of the main contract.

4.       Interested eligible bidders may obtain further information and inspect the bidding documents at the Defense Construction Enterprise at the address given below 8:30 to 12:30 am and 1:30 to 5:30 pm from Monday to Friday local time and also Saturday from 8:30 to 12:00 am local time. A complete set of bidding documents in English may be purchased by interested bidders as of beginning from January 13/2026 below address upon presentation of the document mentioned written application to us and upon payment of a non-refundable fee of Birr 500.

5.       Bidders shall submit total of six envelopes one original and two copy of "Qualification Information separately sealed", "Bid Security and legal document one envelope sealed", and one original and one copy of "Financial Bid separately sealed". And the all envelopes should also be sealed in an outer single envelope.

6.       Evaluation is to be carried out in two stages. Qualification Information first and Financial Bids of qualified Bidders next.

7.       Bids must be delivered to the address below on or before January 28/2026 at 10:00 AM (Bid will be closed January, 28/2026 at 10:00 A.M) in the morning. All bids must be accompanied by a bid security of ETB 300,000.00. Late bids will be rejected. Qualification Information and bid security will be opened in the presence of bidders' representatives who choose to attend, at the address below January 28, 2026 at 10:15 AM in the morning.

8.       Defense Construction Enterprise reserves the right to accept any or reject any or all bids without giving any reasons.
