1.       Ejersa Lafo Woreda Agriculture and Land Office intends to apply pai'ts of allocated budget of Food System Resilience Program financed by the World Bank (IDA) toward the cost of the Construction of the micro house hold irrigation projects Ejersa Lafo Woreda West Shoa Zone, and intead to apply part of the allocated budget toward payments under the contract for this construction works.

2.       The Ejersa Lafo woreda Agriculture and Land Office now invites sealed bids from eligible bidders for construction of below shallow well miti, rare, bufata 1, bufata 2 and bite ejersa lafo Site projects. The names, location, amount of bid security, ai'e indicated in the table below.

3.       The Ejersa Lafo Agricultural and land office, now invites sealed bids front eligible contractors of Category WWC, to submit sealed bids for providing the necessary labor, material and equipment for the construction and completion of the above Site projects.

4.       Invited Bidders should fulfill the following requirements & other appropriate documentary evidences demonstrating the bidder's compliance:

➢  Domestic bidders shall have a certificate of competency from Ministry of Urban Development and Construction or Regional Construct Authorities with Category WWC, renewed trade license and any bidder who have Drilling Experience for the bidding period 2018 E.C. Any bidder who win all Lots can only pass one Lot.

❖  Commercial Registration Certificate,

❖  Renewed Water Work Construction (WWC)Trade license and who have Drilling

❖  Experience for the bidding period 2018 E.C,

❖  Tax clearance certificate which is valid for bid submission date that permits the bidder to participate in any public tender,

❖  TIN and VAT registration certificate,

❖  Copy of Tax Payer Registration Certificate,

❖  Copy of Value Added Tax Registration Certificate

❖  Original Technical and Financial Offer,

❖  Contractors who are intending to bid by forming an association (Joint Venture), each applicant or partner of a joint venture must purchase and collect the Request for Quotation document, prepared by the Woreda for this particular bid.

5.       Bidding will be conducted through a Request for Bid (IFB) procedures as specified in the World Bank's Procurement Regulations.

6.       Interested, eligible Bidders may obtain further information from the Ejersa Lafo Woreda Finance Office, Room 1st floor during Office hours.

7.       A complete set of Request for Bid documents in the English Language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Ethiopian Birr 1500 for all Lot. Starting from 12/01/2026 at working hours. The method of payment will be depositing the Money in taking a EjersaLafo Woreda Finance Office Account No.1000169512438 and receipt from the Ejersa lafo Woreda Finance Offices on 1st Room.

8.       The bidding procedure to be followed is a single-stage, two-envelope procedure.

Bidders are required to submit Original and two photocopies each of the Technical Proposal and the Financial Proposal. The Technical Proposal shall include the wax-sealed Original, First Photocopy, Second Photocopy, and the Bid Security (CPO), each placed in a separate envelope. These envelopes shall then be enclosed together in one larger envelope clearly marked "Technical Proposal."The Financial Proposal shall include the wax-sealed Original, First Photocopy, and Second Photocopy, each placed in a separate envelope. These shall then be enclosed in one larger envelope clearly marked "Financial Proposal."

9.       Finally, the entire set of documents-both the Technical Proposal and the Financial Proposal-shall be enclosed in a single wax-sealed outer envelope, which shall clearly bear all necessary information regarding tlic Bidder, the Employer, and the relevant Project details Bids must be delivered to the address below on or before 4:00 A.M. on 12/02/2026, and must be accompanied by a bid security of ETB 500,000(five hundred thousand ETB) for all lot in the form of a (CPO) or an Unconditional and irrevocable Bank Guarantee only. Electronic Bidding will not be permitted. Late Bids will be rejected.

10.   Bids will be opened in the presence of the Bidders' representatives and anyone who chooses to attend at 4:30 A.M. on 12/02/2026. at the offices of Ejersa Lafo Woreda Finance Office Room No. 1st floor.

11.   Bids shall be valid for 60 days after the bid closing period.

12.   Ejersa Lafo Woreda reserves the right to accept or reject any or all bid.
