NOTICE OF INVITATION FOR BID NATIONAL COMPETITIVE BIDDING

PROCURMENT REFERENCE NUMBER: WFAGCI /001/2018

East Bale Zone Ginnir Woreda Finance Office inviting contractors to compete for the community health laboratory project under the Ginnir Woreda health office for the fiscal year 2018, Specifically GC-5/ Bc-5 and above.

Ginnir Woreda has also allocated a budget towards the cost of Building construction and intends to apply part of this budget to payments for the Construction of Health Post Advanced Laboratory. So, contractors who meet the qualifications are encouraged to apply. Location, Amount of Bid Bond, Duration of Work & Mobilization period of the project are listed in the below table:

1. Ginnir Woreda Health Office & Ginnir Woreda Finance Office now invite eligible bidders to all national qualified Contractors to submit sealed bids for providing the necessary labor, material & Equipment for the construction works of the above building project.
2. Interested Bidder shall submit the following evidence:

The bidders shall have a certificate of competency from Oromia Construction Authority or Ministry of Federal Construction with Category of GC-5/ BC-5 and above renewed for the bidding period and other appropriate documentary evidences demonstrating the bidder's compliance shall include:

2. 1. Bidders may Submit Trading license valid for current year 2018 E.C and registration from ministry of trade/Bureau of regional trade for Building Works.
   2. Bidders must submit VAT and TIN registration certificates issued by revenue Office.
   3. Bidders must submit Tax clearance from Federal or Oromia revenue office valid for this bid validity period that permits the bidder to participate in any public tender.
   4. Evidence of Being Registered at Ethiopian Public Procurement and Property Administration Agency (PPPAA) Supplier list.
3. Bidding will be conducted through the national competitive bidding (NCB) Procedure and is open to all eligible domestic bidders as specified and defined in the bidding document.
4. Interested eligible bidders may obtain further information and inspect bidding document including a complete set of drawings, which is necessary for bidding purpose, at the address given below at the office working hours. A complete set of bidding document prepared in

Afaan Oromo language may be purchased by interested bidders on the submission of a written application to the address below, against a non-refundable payment of ETB 1500 (One Thousand five hundred Birr only), effective from the first day of announcement up to deadline. 5.  Bidders shall submit one original and one photocopy for both technical proposal and financial offer. "Technical proposal" & "financial proposal" will be sealed as specified and defined in the bidding document.
6. Bid must be delivered to the address below on or before the 21st consecutive day at 4:00 hr local time, which is counted from the first day of announcement on the newspaper up to 20th consecutive days. Late bidders will be rejected. The qualification application & bid security of the bidders shall be opened by the Ginnir Woreda technical Committee procurement, construction and service advisory in the presence of bidder's or representative who choose to attend at the address below on the final date and opened at 4:30 Hr. local time after bid submission as stated above.
7. All bidders must be accompanied by a bid security of (500,000.00) ETB (Five Hundred Thousand Birr) acceptable CPO or unconditional bank guarantee (in separate envelope prepared in the name of East Bale Zone Ginnir Woreda Finance Office. Bid security must be valid for 60 days starting from bid opening day and the Advance Payment Security is available in bid document under Contract Conditions.
8. Evaluation is to be carried out in two stages, qualification information first and financial bids of qualified bidders next. Financial proposal of qualified bidders will be opened at the same address given below on the date that is to be declared by the Bid Technical Committee procurement, construction and service advisory after completion of the evaluation of technical proposals. Unqualified bidder’s financial proposal will be returned unopened to the bidder.
9. The announcement states that starting from the day weather changed, after 21st consecutive days, on the morning of the 22nd at 4:00 AM local time, there will be a gathering at the office of Ginnir Woreda Finance. this meeting will take place immediately at 4:30 AM local time, where competitors or representatives and the committee will be present. If the opening day falls on a holiday or a day off work,then the opening day will be the following day.
10. Any attempt of submission of forged (false) document and/or indication of financial offers and also misplacement of documents shall result in rejection of the bid.
11. Missing of any above requirements would be cause for rejection of the bid document.
12.  Ginnir Woreda Health Office reserves full right to accept or reject any or all bids.
