The Federal Democratic Republic of Ethiopia, Ministry of Industry (Mol), invites sealed bids from interested and eligible international and national suppliers for the procurement of Laboratory Equipment and Laboratory Consumables for the Operationalization and Sustainability of Integrated Agro-Industrial Parks (OS-IAIP) Project.

Lot 1: Laboratory Equipment

Lot 2: Laboratory Consumables

Bidders may participate in one or both lots. Evaluation and award shall be conducted lot-by-lot.

1. Eligibility and Qualification Requirements

Interested bidders shall submit the following legal and eligibility documents: For Local Bidders:

1. Valid Business Registration Certificate and Trade License renewed for the current year (2018 E.C.).
2. Tax Clearance Certificate valid at bid submission date.
3. VAT and TIN Registration Certificates.
4. Registration in the Public Procurement and Property Administration Agency (PPPAA) suppliers list.

For International (Foreign) Bidders:

1. Valid Business Registration Certificate or Trade License issued by the country of establishment.
2. Any other relevant professional or manufacturer's authorization certificates.

2. Bidding Procedure

• The bidding will he conducted through International Competitive Bidding (ICB) procedures in accordance with the World Bank Procurement regulation.
• The bid is open to all eligible bidders as defined in the bidding document.
• Bidders must submit their proposals in two envelopes for each lot:
• Envelope 1: Technical Proposal (Original and Copy) including Bid Security
• Envelope 2: Financial Proposal (Original and Copy)

Each envelope must be clearly marked with the Lot Number and the bidder's name.

3. Bid Security

All bids must be accompanied by a Bid Security in the form of CPO or Unconditional Bank Guarantee from a recognized financial institution:

Bid securities must be valid for at least 90 (ninety) days from the date of bid opening.

4. Bid Collection and Submission

• The Bidding Document may be obtained in soft copy from the Ministry of Industry website www.moi.gov.et or collected directly from: Ministry of Industry, OS-IAIP Project Office,5th Floor, Room No. 511, Addis Ababa, Ethiopia; (Behind Aberhot Library, 4 Kilo Area)

• Bid Submission Deadline:

Bids must be deposited in the Tender Box located at the above address on or before January 30, 2026, at 4:00 Addis Ababa local time

• Bid Opening:

Bids will be opened on the same date, January 30, 2026, at 4:30 local time in the presence of bidders or their authorized representatives.

5. Performance Security

The successful bidder shall be required to furnish a Performance Security of 10% (ten percent) of the total contract price, in the form of an unconditional bank guarantee, at the time of contract signing.

6. Additional Information

• Late bids will be rejected and returned unopened.
• Partial or incomplete bids will not be accepted.
• The Ministry of Industry reserves the right to accept or reject any or all bids at any time without assigning reason thereof.
