The Water and Energy Bureau of Gambella National Regional State now invites an eligible Consulting firm to submit expression of interest for the above mentioned assignments.

REQUEST FOR EXPRESSIONS OF INTEREST

Gambella National Regional State Ethiopia, Sustainable Development Goal

Project Reference No: - GWEB/SDG/01/2018

1. The Government of Ethiopian has received a grant from the Sustainable Development goal (SDG) and intends to apply part of the proceeds of this credit under the contract for employment of consultant for Feasibility Study and detail Design business plan preparation and capacity building and bid document Preparation for Dimma Town Water supply and Sanitation Project.
2. The Water and Energy Bureau of Gambella National Regional State now invites an eligible Consulting firm to submit expression of interest for the above mentioned assignments.
3. The consultant firms have the following assignment but not limited.
   1. The consultant is expected to review sector policy and development strategy documents to be well acquainted with the sectors requirement in fulfilling his assignment.
   2. The consultant is expected to use primary and secondary data to carryout reconnaissance water supply status study to identify Kebeles/Villages/Gots most prone to the water supply problem.
   3. The consultant should carry out consultation with the Woreda and Regional water sector stakeholders on the outcome of the reconnaissance study and agree on the Kebeles/Villages/Gots for which feasibility study needs to be done.
   4. The consultant is expected to carry out geological, hydro geological, hydrological and geophysical study of the potential water sources (groundwater, surface water, spring, etc.) of the area and determine the location of the intake site (borehole drilling site, surface water intake site, spring, etc.) and the expected safe yield of the source.
   5. Cutting edge technologies like GIS, remote sensing from high resolution platforms and robust techniques have to be deployed for investigation of resilient water sources and have to be validated & justified with possible ground trashing.
   6. The Consultant shall assesses the sanitation infrastructure requirement.
   7. The consultant is expected to carry out detail design of the feasible option including the technical design (analytical report, technical drawings, specifications, engineering cost estimate), environmental studies, the water tariff for cost recovery and its affordability with the willingness to pay, the project implementation plan and the bid document.
   8. Water demand computation has to take in to account the prevailing sector standards, include institutions like schools, health facilities and others.
   9. Livestock watering has to be considered if there is no perennial preference within reasonable distance in the area and all possible options have to be thought for optimal system design.
   10. The short listing criteria will include the firms:

• Core business and number of years in business
• Qualification in the field of the assignment/firm's experience in similar assignment
• Technical and Managerial organization and quality management system of the firm
• General qualifications and member of key technical staff of the firm
• Firm experience in Working in similar conditions/environment

4. The Consultation firm shall comprise the following professional Key staff

5. Please refer paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants], January 2011 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
6. A consulting firm will be selected in accordance with the QCBS (Quality and Cost Based Selection) method set out in the Consultant Guidelines.
7. Interested firms may submit sealed documents of Expression of Interest to Gambella National Regional State Water and Energy Bureau on 30/12/2025 at 2:00 P.M. Documents received after this date and time shall be rejected.
