- The Government of Ethiopia has received financing from the World Bank towards the cost of the Lowlands Livelihood Resilience Project, Phase Two (LLRP-II) and intends to apply part II of the proceeds towards payments under the contract for the procurement of promoting a digital solution for LLRP II crop and livestock value chain in PAPS, MSES, and PASCCOS across the project areas. "For this contract, the Borrower shall process the payments by the Federal Lowlands Livelihood Resilience Project (FPCU) office under the ministry of Irrigation and Lowlands (MILLS).

- Bidding will be conducted through National Competitive method using a request for Quotation (RFQ) as specified in the World Bank's "Procurement Regulation for the Borrowers" dated July 2016 and latest revised in February 2025("Procurement Regulation) and is open to all eligible Bidders as defined in the Procurement Regulation.
- The RFQ document in English language can collected by interested eligible bidders upon the submission of a written application to the address below. The document will be sent by their The respective email address or the Bidder can collect the soft copy of the RFQ document from Ministry of Irrigation and Lowlands, Federal Project Coordination Unit FPCU) in No 9 below address.
- Quotations must be delivered to Procurement Unit, Federal Lowlandsivelihood Resilience Project, Mobile Plaza Building, 2'd Floor, Room No. C13, Africa Aveue Street, in front of Dembel City center, Near Aberus building on or before 30th December 2025 at 3:00 PM. Electronic Bidding will not be permitted. Late quotations will be rejected. quotations will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below Lowlands Livelihood Resilience Project-project conference hall on 30th December 2025 at 3:30 PM.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice.
