The South Western Ethiopia Peoples Regional State HEALTH BUREAU invites registered contractors with license renewed for the year 2018 E.C and registered for VAT to submit sealed bids for providing the necessary labor, materials and equipment for the construction of different health institutions as follows.

NB. Bidder with poor efficiency on any projects in the region, having black listed in the region for poor performance (Whenever recognized will automatically be rejected). Those who successfully complete the above individual as well as packaged projects should provide all the necessary documents including provisional letter of acceptance included with their qualification document.

• CPO should be incorporated within the original envelope of the technical document or separately sealed.
• All bidders are advised to visit site before fixing rate.
• Every page of technical documents to be submitted need to be, properly structured, clearly visible and non-erased, submittal of any clearly invisible document (technical document) by any bidder would be considered void during evaluation.
• Any copy document to be submitted need to be clearly visible in order to be considered for evaluation.
• Due to not giving pages properly to technical documents or missing of pages during submittal of technical documents the client would not be responsible.
• To qualify for the award of the contract the bidder is required to fulfill the minimum qualification criteria which are provided in bidding documents.
• Bidding will be conducted through the Standard Bidding Document (SBD) for procurement of works for National Competitive Biddings (NCB) prepared by the Federal Public Procurement and Property Administration Agency, 2011.
• Interested eligible bidders may obtain further information and inspect the bidding document at the Office of health bureau.
• Bidders are instructed to submit "One Original" and "Two copies of Technical and Financial Documents in different folders. Labeled as ORIGIONAL AND COPY FOR BOTH PROPOSALS PROPERLY, separately and shall be sealed in large outer mother envelope.
• A complete set of bidding documents may be purchased by any interested eligible bidder on the submission of written application to the above address and payment of a non-refundable fee of Birr 500.00 (Five Hundred) for each of document starting from the first appearance of this advertisement on the Ethiopian Herald for 30 calendar days.
• The final submission date and opening of the technical proposal will be on 31st date of this announcement at 3:00-5:00 & 8:30 local time respectively. If the 31st day is not a working date, it will be held on the next working day.
• All Bidders must be accompanied by a bid security of Ethiopian Birr as stated above in the table.
• Evaluation is to be carried out in two stages, Qualification application first and financial document of qualified bidders next.
• Bids will be opened in the presence of bidder's Legal representatives who choose to attend at the SWERPS HEALTH BUREAU Meeting hall.
• Bidders shall submit original financial audit report, which is audited by external certified Auditor, sealed with technical document and it must be sealed separately and if the audit is audited by an accountant it will not be considered.
• The SWERPS HEALTH BUREAU reserves the right to reject all or parts of bids.
