Invitation to Bid

1. 1. Choomman Guduruu Health Office now invites all contractors of category general/building contractors of GC-5/BC-4& above to construct Nuubariyee Ifee CHP
   2. The bidder shall submit certificate of registration or certificate of competence from concerned body which renewed forthe current budget year and who have renewed their Tradelicense for the current year and who have got VAT registrationcertificate & Tax clearance certificate valid during the bidding period from Oromia Revenue Bureau/Federal Tax Authority.
   3. Bidding documents may be purchased from ChoommanGuduruu Woreda Revenue Authority up to submission ofbid and a non-refundable fee of 1000.00 (One Thousand birr) within 21 working days starting from this ITB announced on a newspaper.
   4. All bids must be accompanied by a bid security in CPO Only of 500,000.00 (Five hundred thousand birr) valid for 120 days after the date of bid opening. The bid security must beaddressed to Choomman Guduruu Woreda Health Office& must insert in the original Technical document.
   5. Submission and opening of the bid;
      1. The deadline of the bid submission shall be on 10:00AM (4:00local time) of the 22 working day from the day announced on the newspaper. The documents will be submitted to Choomman Guduruu Woreda Finance/ Vice Administration Office.
      2. The original and two copies of the Technical document shall be placed in a separate seal envelope wax sealed marked as "TECHNICAL DOCUMENT ORIGINAL, TECHNICAL DOCUMENT COPY 1, and TECHNICAL DOCUMENT COPY 2' and, then placed the three separated documents in a one large outer envelope wax sealed marked as TECHNICAL DOCUMENT. All envelope must be stamped, wax sealed andsigned by a bidder and all other information shall be clearly marked.
      3. The original and two copies of the Financial offers shall be placed in a separate seal enveloped and wax sealed markedas "FINANCIAL DOCUMENT ORIGINAL, FINANCIALDOCUMENT COPY 1, and FINANCIAL DOCUMENT COPY 2 and, then placed the three documents in a one large outer envelope wax sealed marked as FINANCIAL DOCUMENT. Finally, the TECHNICAL DOCUMENT AND FINANCIAL DOCUMENT should be in one mother envelope. All envelope must be stamped, wax sealed and signed by a bidder and all other information shall be clearly marked.
      4. In preparing the bid document bidders are expected to examine the bid data sheet in the tender document.
      5. The technical document will be opened at 10:30AM (4:30 local time) of the 22nd working day from the day announced on the newspaper.
      6. The financial offer document shall remain sealed and deposited in a box prepared for this purpose in the presence of auditor or any other authorized body by client, until financial offer(s) of qualified bidders are opened publicly.
      7. Only financial offers of those bidders who fulfill the must meet evaluation requirements/criteria will be opened. The client shall notify the financial opening date and time to the bidders.
      8. Any attempt of submission forged (fake) document and/ or indication of financial offer on the technical document shall result in rejection of the bid. The client shall not bear any responsibility for misplacement of TECHNICAL DOCUMENT 'THE FINANCIAL OFFER DOCUMENT envelope or vice versa, which result in the rejection of the bidder.
   6. Contractors who have taken the construction and poor performance (at least proved by warning letter is written to the contractor by client/consultant) in our Zone/Oromiyaa Regional State during the construction, the Client has full right to reject those contractors from the bid. (all documents Submitted by bidders is confirmed from any authorized body if not Confirmed it is a cause for rejection.)
   7. The validity of the bid shall be 90 days from the date of bid opening.
   8. The construction of the work shall be completed within of 365 calendar days from the site hand over.
   9. The bidders must visit the site before purchasing the bidding documents. Visit letter must be signed & stamped both with Contractor and Woreda Health Office by confirmation of Zonal Health Construction Supervisor/Engineer
   10. Absence of any above requirements result automatically rejection from bid.
