NOTICE OF INVITATION FOR BID NATIONAL COMPETITIVE BIDDING PROEUCREMENT REFERENCE NUMBER: - WFALH/004/2018

The National Regional State of Oromia has allocated budget towards the cost of Building construction md intends to apply part of this budget to payments for the Construction of Fast Bale Zone. East Bale Zone also intends to apply part of this budget to payments for the Construction or Second Generation of Laga Hida Woreda DJ/Gubbisaa Kebele.

Location, Amount of Bid Bond, Duration of Work & Mobilization period of the project are listed in the below table.

1. Interested Bidder shall submit the following evidence: -

The bidders shall have a certificate of competency from Oromia Construction Authority or Ministry of Federal Construction with Category of GC-5/BC-4 and above renewed for the bidding period and other appropriate documentary evidences demonstrating the bidder's compliance shall include.

1. 1. Bidders may Submit Trading license valid for current year 2018 E.C and registration from ministry of trade/Bureau of regional trade for Building Works.
   2. Bidders must submit VAT and TIN registration certificates issued by revenue Office.
   3. Bidders must submit Tax clearance from Federal or Oromia revenue office valid for this bid validity period that permits the bidder to participate in any public tender.
   4. Evidence of Being/ Registered at Ethiopian Public Procurement and Property Administration Agency (PPPAA) Supplier list.
2. Bidding will be conducted through the national competitive bidding (NCB) Procedure and is open to all eligible domestic bidders as specified and defined in the bidding document.
3. Interested eligible bidders may obtain further information and inspect bidding document including a complete set of engineering drawing, which is necessary for bidding purpose, at the address given below at office working hours. A complete set of bidding document prepared in Afaan Oromo language may be purchased by Interested bidders on the submission of a written application to the address below and a non-refundable payment of ETB 1000 (One Thousands Birr). effective from the first date of announcement up to deadline. The method of payment Bank System. Bidders may get Bidding Documents from East Bale Zone Laga Hida Woreda Finance Office, procurement and Property administration department.
4. Bidders shall submit One Original and One photocopies for both Technical proposal and financial offer. "Technical proposal "&"financial proposal" will be sealed as specified and defined in the bidding document.
5. Bid must be delivered to the address below on or before 21st consecutive day at 4:00 hr local time, which is counted from the first day of announcement on the newspaper up to 20th consecutive days. Late bidders will be rejected. The qualification application & bid security of the bidders shall be opened by the East Bale Zone Laga-Hida Woreda Bid Endorsing Committee in the presence of bidder's or representative who choose to attend at the address below on the final date and 30 minutes after bid submission as stated above.
6. All bidders must be accompanied by a bid security of 500,000.00 ETB (Five Hundred Thousand Birr) acceptable CPO or Unconditional Bank Guarantee (in separate envelope prepared in the name of East Bale Zone Laga Hida Woreda Finance Office. Bid security must be Valid for 60 days starting from bid Opining day.
7. Evaluation is to be carried out in two stages, Qualification Information First and Financial Bids of Qualified bidders next. Financial Proposal of qualified bidders will be opened at the same address given below on the date that is to be declared by the Bid Endorsing Committee after completion of the evaluation of Technical Proposals. Unqualified Bidders Financial Proposal will be returned unopened to the Bidder.
8. Any attempt of submission of forged (false) document and/or indication of financial offers and also misplacement of documents shall result in rejection of the bid.
9. Missing of any above requirements would be cause for rejection of the bid document.
10. Laga Hida Woreda Health Office reserves full right to accept or reject any or all bids.
