- The National Regional State of Oromia has allocated Budget towards the cost of Two Asphalt Road Projects and Three gravel road Projects and intends to apply part of this budget to be used for the procurement of consultancy services for Design review, construction supervision and contract administration of the following projects. The project name, amount of bid security and total period of consultancy service including the required mobilization time for each project is indicated in the following table.

- The Oromia Roads and Logistics Bureau (ORLB), now invites all eligible local Highway and Bridge Consultants of Category I for five Road projects and Category-Il for Wabera-Haro Sabu Gravel Road project with valid Trading License renewed for the bidding period, and other appropriate documentary evidences demonstrating the bidder's compliance, which shall include Commercial Registration Certificate, Tax Clearance Certificate valid for bidding period, VAT registration Certificate and Tax payer identification (TIN) certificate, Evidence of being registered at National Electronic Goverment Procurement Portal (CGP) supplier list to submit sealed bids for the consultancy services of the aforementioned projects.
- Interested eligible bidders may obtain further information and inspect the bidding documents from Oromiya Roads and Logistics Bureau at office working hours. A complete set of bidding document prepared in English Language may be purchased by any interested eligible bidders on the submission of a written application to the Oromiya Roads and Logistics Bureau and upon payment of non-refundable fee of ETB 1,000.00 (One thousand Birr Only), for each project, effective from the first date of announcement up to dead line. The method of payment shall be in cash to the bureau cashier.
- Bidding will be conducted through the National Competitive Bidding (NCB) procedures and is open to all eligible domestic bidders as specified and defined in the bidding document.
- Bidders can apply for one or for all or for any projects from the above listed road projects and shall submit their bid separately for each road project, they are interested to apply for.
- The bidder shall submit One Original and two photocopies for both technical proposal and financial offer.
- Bids must be delivered to Oromiya Roads and Logistics Bureau Hall, 2nd Floor on or before 12th December, 2025 at 10:00 AM. late bids will be rejected. Technical Proposals will be opened by the Oromiya Roads and Logistics Bureau in the presence of bidders' representatives, at the same place on the same date at 10:30 AM for Projects under package I and 2:30 PM for projects under Package II. Qualification application and bid security of the bidders will be opened by the Oromia Roads & Logistics Bureau in the presence of bidders' representatives who choose to attend at the address below on the final date and 30 minutes after bid submission as stated above.
- Evaluation is to be carried out in two stages, Qualification Information First and Financial Bids of Qualified bidders next. Financial Proposal of qualified bidders will be opened at the same address given below on the date that is to be declared by the Bureau's Bid Endorsing Committee after completion of the evaluation of Technical Proposals. Unqualified Bidders' Financial Proposal will be returned unopened to the Bidder
- The Bid validity period shall be: 118 Calendar days after the latest date for submission of bid.
- Oromiya Roads and Logistics Bureau reserves the right to reject any bid and to annul the bidding process and reject all bids at any time, without thereby incurring any liability to Bidders.
