Lemi National Cement PLC invites eligible bidders for the supply of various industrial explosives

NOTICE OF INVITATION FOR INTERNATIONAL BID

FOR THE SUPPLY OF DIFFERENT INDUSTRIAL EXPLOSIVES

Lemi National Cement PLC, with a daily clinker capacity of 10,000 tons, operates under the East Africa Holding Group and WIH JV, a listed Chinese partner company.

To enhance its production our company invites eligible bidders for the supply of:

Hence bidders are invited to and shall:

1. Submit technical proposal and financial offer separately with one original and two copies in a sealed envelope for the supply of the explosives described in the tender documents.
2. Provide a Certificate of Registration from the relevant government body or above renewed License and other appropriate documentary evidence demonstrating the bidder’s compliance, which shall include:

• Renewed Trading License;
• Tax Clearance Certificate, which states that the bidder can participate in any public tender, valid during the bid submission date;
• VAT Registration Certificate;

3. Bidding shall be conducted according to NCSC-WIH JV Group procurement policy & procedures and based on the specified and defined in the Bid Document.

Qualification Criteria

1. Interested eligible bidders may get further information from Lemi National Cement PLC, during working hours from Monday to Friday (8:00 AM up to 5:00PM and on Saturday from 8:00AM to 12:00AM)
2. A complete set of bid documents can be purchased by interested bidders from the address below at working hours from Monday to Friday including Saturday. The cost of the bid documents is Birr 200.
3. Bids shall be valid for 90 days after bid opening and must be accompanied by a bid guarantee of 2% of the total offered price in the form of a Bank Guarantee or CPO.
4. Late bids shall be rejected and bids shall be delivered to the below address on or before -, before 17 November, 2025 10:00AM local time and shall be closed exactly at 10:00AM (in the morning).
5. Bids shall be opened on the same day (17 November,2025 at 10:30 AM) in Addis Ababa, Lemi National Cement PLC, JV Office, in the presence of interested bidders or their representatives who shall choose to attend the bid opening.

6. Lemi National Cement PLC has the right to accept or reject any bid and cancel partially or the whole bid.
