1. Invitation to Bids (IFB)

The Gondar City Administration, Road Authority hereby invites sealed bids from experienced and qualified international suppliers and contractors for the Supply, Installation, Testing, and Commissioning of the following stadium facilities:

• Package A: FIFA Quality Pro 60mm Synthetic Turf (Main Pitch- CAF Category 3 Standard). Only suppliers with proven experience in supplying and installing FIFA-licensed turf and who can provide valid FIFA Quality Pro Certification will be considered.
• Package B: Complete Irrigation System (HDPE pipelines, sprin- klers, valves, pump, control panels, cabling, accessories).
• Package C: Team Substitutes & Officials Benches with Seating Shade.
• Package D: Goal Posts, Nets, and Corner Flags.
• Bidders may quote for one or more packages; however, evaluation will consider both individual and combined offers.

2. Instructions to Bidders

• Bid Currency: Ethiopian Birr (ETB).
• Bid Security: 2% of the total bid price, in the form of a bank guarantee.
• Bid Validity: 90 days from the submission deadline.
• Delivery Period: Bidders shall commit to supply, ship, install, and commission all equipment within 90 calendar days.
• Delivery Location: Gondar City Stadium, Ethiopia.
• Incoterm: FOB Addis Ababa, final destination Gondar Stadium.

3. Scope of Supply & Works

The successful bidder shall:

• Supply all materials in full compliance with specifications.
• Ensure the synthetic turf is FIFA-licensed and FIFA Quality Pro certified, with supporting documentation.
• Demonstrate successful completion of at least three FIFA-certified pitch installations.
• Transport all materials to the Gondar project site.
• Provide complete installation, testing, and commissioning of all packages.
• Ensure final FIFA laboratory testing and field certification of the turf before handover.
• Provide warranty, spare parts, and full training for local maintenance staff.

4. Client Responsibilities

• Unloading goods at site.
• Trenching and backfilling for HDPE pipelines.
• Provision of air tickets and local transport for the installation team.
• Accommodation, meals, and per diem for two supplier professionals.
• Provision of single-phase 240V electricity during installation.

• Supply & fix FIFA Quality Pro 60mm artificial grass (Green, Lemon Green, White lines) - 11,000 m2 including masking glue, seaming tape, and shock pad.
• Package B - Irrigation System
• HDPE Pipes 160mm (130 m), 90mm (345 m).
• 2" Gear Driven Pop-up Sprinklers (6 pcs).
• Valves, Valve Boxes, Pressure Relief Valve, Air Release Valves.
• Automatic Disc Filter, Pressure Gauges, Solenoid Valves.
• Decoder-based Controller, Decoders, DBR Connectors.
• Pump Start Relay, Cabling, Conduits.
• Booster Pump (46 m3/hr @ 85 m head) + Control Panel.
• Water Level Sensor (1 pc).

• Players' benches: 14 seats x 2 benches.
• Referees' bench: 4 seats x 1 bench.
• Package D-Goals & Accessories
• Football goal posts (7.32m x 2.44m, galvanized steel).
• Goal nets (pair).
• Corner flag poles with flags (8 pcs).

6. Terms & Conditions

• Payment Terms: To be proposed by the bidder (e.g., advance + milestone + final payment upon certification).
• Warranty: Minimum 3 years on synthetic turf, 1 year on irrigation system and accessories.
• Training: Supplier must provide on-site training to local staff on operation and maintenance.
• Evaluation Criteria:
• Technical compliance with specifications and FIFA requirements.
• Proven experience in minimum three FIFA-certified pitch projects.
• Submission of valid FIFA Quality Pro Certificate for the turf.
• Delivery and installation schedule.
• Financial competitiveness.

7. Submission Details

• Bid Submission Deadline: 02 October 2025, until 5:00 PM (local time).
• Bid Opening: 03 October 2025, at 10:30 AM, in the presence of bidders' representatives.
• Submission Address: Gondar City Administration, Road Authority, Gondar, Ethiopia.
• Electronic Submission: Not permitted.

Bidders shall submit a wax-sealed bid document in three separate envelopes:

3. Bid Security

1. 2% of the bid price in the form of a bank guarantee.

2. Specific Work Experience in supplying and installing FIFA-licensed turf.
3. Supplier must provide valid FIFA Quality Pro Certification for the turf.
4. Performance Guarantee (የመልካም ስራ አፈጻፀም ዋስትና) and Unconditional Bank Guarantee.
