The Government of South Ethiopia Regional State Bureau of Transport and Road Development and Administration Invites Eligible Bidders for the Procurement of new Road Design, consultancy and supervision service projects located in South Ethiopia Regional State

INVITATION FOR ROAD DESIGN, CONSULTANCY AND SUPERVISION SERVICE BID

BID No 010/2018

1. The Government of South Ethiopia Regional State Bureau of Transport and Road Development and Administration has allocated budget towards the cost of Design, Consultancy and Supervision service for Detail Engineering Design Tender Document Preparation of the following 5 Lots (five lot) of road projects, intends to apply part of the proceeds to eligible firms/Organization for design consultancy and Supervision service document preparation.
2. The Lots of the new Road Design, consultancy and supervision service projects are located in South Ethiopia Regional State. The project names and locations are listed as shown below.

3. Interested bidders shall submit the following evidences:

1. Trading (business) license renewed for this (2017/18) Ethiopian Fiscal year.
2. Certificate of Registration from Ministry of Urban and Infrastructure Development or relevant regional Authorities for Road and Bridge Consultant Registration with Category of Grade -3 and below.
3. Registration Certificate of consultant in the list of PPA
4. VAT Registration Certificate
5. Tax payer registration certificate
6. TIN (Tax identification Number)

The bidder also submits tax clearance Certificate which states that the bidder is eligible to purchase in any public tender and valid at least at deadline for submission of the bid All documents evidencing these requirements have to be submitted together with the bid technical documents for evaluation purposes.

4. A complete set of bidding document prepared in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of ETB 1000.00 (ETB: One thousand only) for each project effective as of 15 successive calendar days starting from the first notification of this advertisement on the Ethiopian Herald. The method of payment shall be on cash.
5. All bids must accompany by a bid security of ETB 100,000 (One hundred thousand) ETB in form of cash payment order (C.P.O.) or unconditional bank guarantee. Let bids will be rejected qualification information and bid security of the bidders will be opened in the presence of bidders or their representatives, those who willing to attend at room number 17 on the ground floor of Bureau of Transport and Road Development.
6. The final submission and opening date of the proposal will be on the 16 date of this announcement on the Ethiopian Herald at 11:00 AM & 2:00 PM respectively. If the 16 date is not a working day, it will be held on the next working days at same time.
7. The bid documents comprising one original and three copies of the technical and financial proposals should be submitted in two copies separately, the first envelop marked as technical proposal and the second envelop marked as financial proposal and the two envelops sealed and wax in a: other outer envelope. Each document should be signed and sealed by the bidder. and
8. Interested eligible bidders may obtain further information from and inspect the bidding documents at the address given below from 8:30 am to 12:30 pm from 1:30 pm to 5:30 p.m from Monday to Friday.
9. The South Ethiopia Regional State Transport and Road Development bureau reserves the rights to accept or reject any or all bids.
