1. The Woliso District Water, Mineral and Energy Office hereby invites eligible bidders for 5(five) Shallow water well drilling and construction in Woliso district by the budget obtained from Oromia COWASH under One LOT.
2. The Bidder must have renewed Grade 3 and above Certificate of Competence on water well drilling from Ministry of Construction/ Water and Energy/Oromia Construction Authority, Renewed Trade License, TIN, VAT and Tax Clearance.
3. Interested eligible bidders can purchase complete set of Bid Document from Woliso District Finance Office, Room No.4 at working time with non-refundable fee of 500.00 (Five hundred birr) starting from the first announcement date of this bid on the newspaper and bid closed after 21 Calendar days.
4. The dead line of bid submission shall be on or before 2:00 PM of the next working day of bid closing date and the Bids will be opened on the same date of bid submission at 2:30 PM in Woliso District Finance Office.
5. One original and two copies of separately sealed technical offer docu- ments duly marked as "TECHNICAL ORIGINAL", "TECHNICAL COPY 1" and "TECHNICAL COPY2" each in separate envelope and all the three separate envelopes placed in one large outer envelope and marked as TECHNICAL OFFER DOCUMENTS.
6. One original and two copies of separately sealed financial offer documents duly marked as "FINANCIAL ORIGINAL", "FINANCIAL COPY 1" and "FINANCIAL COPY 2" each in separate envelopes and all the three separate envelopes put in one large outer envelope and marked as FINANCIAL OFFER DOCUMENTS.
7. Bids must be accompanied by a bid security of CPO or unconditional Bank guarantee of 1% price of the total project cost valid for 90 days after the date of paid opening. The bid security must be addressed to Woliso District Finance Office. The bid security shall be separately enclosed in the envelope and submitted with the technical proposal envelope marked the name of the bidder on the envelope.
8. Finally, all technical offer documents, financial offer documents and Bid security shall be put in a single larger outer envelope.
9. All large outer envelope and inner envelopes must be wax sealed, stamped, signed and shall bear the submission address, client name, project Name, Address of the client and address of the bidder and to be clearly marked as "TO BE OPENED ONLY IN THE PRESENCE OF TENDER COMMITTEE".
10. If all envelopes are not sealed, have no necessary information and not marked as required, the public body/technical committee/shall assume no responsibility for misplacement or premature opening of the bid.
11. Woliso District Water, Mineral and Energy Office reserve the right to reject any or all bids.
