RE-ANNOUNCEMENT: INVITATION FOR BIDS (IFB)

Project Title: Construction of Gravel Road and Multi-Purpose Facilities in Ura Woreda, Benishangul Gumuz Region, Ethiopia

1. Issuing Organization:

Good Neighbors (GN) is a global non-governmental organization (NGO) founded in Korea in 1991 and currently operating in 50 countries. Since 1997, the Ethiopian branch (GNE) has been dedicated to improving living conditions through various development initiatives. GNE operates in multiple regions across Ethiopia, including Amhara, Oromia, Tigray, Benishangul Gumuz, Somali, Sidama, South Ethiopia, Central Ethiopia Regions and Addis Ababa City Administration

2. Project Background: Funded by UNHCR, this project aims to enhance livelihood and economic opportunities for refugees and host communities in Benishangul Gumuz Region through the construction of critical infrastructure. Bids are invited for the following lots:

3. Bidder Eligibility:

Interested bidders must meet the following mandatory requirements:

• A valid and renewed Trade License for the current fiscal year.
• Valid TIN and VAT Registration Certificates.
• A current Tax Clearance Certificate.
• A valid Ethiopian construction contractor certificate of Grade 5 or above for Lot-1; Grade 4 or above for Lot-2.
• A Bid Security in the form of a CPO (Cash Payment Order) for 2% of the total bid amount, valid for at least 30 days beyond the bid submission deadline.

4. Obtaining Bidding Documents:

• Period: From Wednesday, September 17, 2025, to Friday, September 26, 2025.
• Office Hours: 8:00 AM - 4:00 PM (Monday to Friday)
• Locations & Fees:

• Addis Ababa: GNE Head Office, Ahmed Business Center, 5th Floor, Lideta Sub-City.
• Assosa: GNE Assosa Project Office (in front of Blue Star driving license training organization).
• Fee: A non-refundable payment of ETB 500 (Five Hundred Birr) in cash.

1. Submission of Bids:

• Deadline for Submission: Monday, September 29, 2025, at 10:00AM.
• Submission Address: Good Neighbors Ethiopia, Assosa Project Office (in front of Blue Star driving license training organization).

Bids must be submitted in separate, sealed envelopes for each lot, clearly marked with the procurement reference number and lot name. Each envelope must contain:

• Technical Proposal: One Original and One Copy.
• Financial Proposal: One Original (containing the original Bid Security CPO) and One Copy.
• Bids submitted by email or any other electronic means will be automatically disqualified. Late bids will not be accepted and will be returned unopened.

6. Public Bid Opening

• Date & Time: Monday, September 29, 2025, at 10:30 AM.
• Location: Good Neighbors Ethiopia, Assosa Project Office (in front of Blue Star driving license training organization).
• Bidders or their authorized representatives are welcome to attend.

7. Important Notes:

• GNE reserves the right to accept or reject any or all bids, to annul the bidding process at any time, and is not obligated to award the contract to the lowest-priced bidder.
• It is the bidder's sole responsibility to ensure their submission is complete and conforms to all requirements stipulated in the full tender documents.
