Re-invitation for Bridges Construction Bid

The Central Ethiopia Roads Authority, by the budget from Central Ethiopia Regional State allocated sufficient budget towards the cost of the construction of the following river bridge projects:

1. Interested bidders shall submit the following evidence:
   1. It's Certificate of registration from Ethiopian Construction Authority or Relevant Regional Authority with Category mentioned above for project listed on the above table and renewed for the current budget year and other appropriate documentary evidences demonstrating the bidder's compliance, which shall include:
   2. Renewed Business License
   3. Renewed Construction Competency Certificate from Ethiopian Construction Authority or from Central Ethiopia Region State Construction Authority
   4. VAT Registration Certificate
   5. Taxpayer registration certificate
   6. Renewed Permission certificate for bidding from legal authorities for the current budget year.
   7. Evidence of/Being/ registered supplier under public procurement and property Administration Agency (PPPAA).
2. Bidders shall submit three envelopes, "Qualification information" (one Original sealed separately and each two copies sealed separately, then finally sealed with one outer envelope), "Bid Security" and "Financial Bid" (one Original sealed separately and each two copies sealed separately, then finally sealed with one outer envelope) and finally three envelopes should be scaled in one an outer envelope.
3. Evaluation is to be carried out in two stages, Qualification information first and Financial Bids of qualified bidders at the second.
4. Interested eligible bidders may obtain further information from and inspect the bidding documents at the address given below from 8:30 to 12:30 a.m. and 1:30 to 5:30 p.m. from Mondays to Thursdays and 8:30 to 11:30 a.m. and 1:30 p.m. to 5:30 p.m. on Friday's.
5. A complete set of bidding documents prepared in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of ETB 500, during working hours of 21 successive calendar days starting from the first date of notification of this advertisement on Ethiopian Herald. The final submission date and opening of proposal will be on the 21st date of this announcement on the Ethiopian herald at 2:00 PM & 2:30PM respectively. if the 21 date is not a working day it will be on the next working days at the same time.
6. Bids must be delivered to the below address on or before 2.:00p.m. of the above said date. Bids must be accompanied by a bid security of ETB 300,000 (Three Hundred thousand birr only,) and late bids will be rejected.
7. The Procuring Entity shall declare a bidder ineligible to participate in this procurement process under any of the following circumstances:

• The bidder has, in a previous contractual engagement with the Procuring Entity, demonstrated poor performance; or
• The bidder's previous contract was terminated due to non-performance; or the bidder has initiated frivolous or unnecessary litigation aeainst the Procuring Entity; or
• The bidder is currently engaged in construction works where the performance progress is below seventy percent (70%).

1. Any contractor who fulfills the eligibility documents can buy any project listed above. However; they can submit their proposal only in one project which they will prefer.
2. Central Ethiopia Roads Authority reserves the right to accept or reject part or all of the bidding process.
