1. Manna Woreda Administration office invites all contractors of category General or Building contractors of category of GC-3/ BC-2 and above with renewed License valid for the year 2017.EC.
2. Manna Woreda Administration office now invites a bid from eligible bides who are interested and capable to allocate a resources for "MANNA WOREDA ADMINSTRATIONBUILDING" to be constructed within 720 calendar days from the commencement date of the work. Bidders shall have resisted with Federal Ministry of Urban and Housing / or Oromia housing and urban development bureau and who have renewed their license for the year 2017 E.C and have to be registered "VAT", Trade license, Trade registries, TAX clearance, Registration certificate with invoice and registration in the PPA Suppliers list certificate must be submitted attached with the written application.
3. Interested eligible bidders may obtain further information, inspect and acquire the bidding document From Manna Woreda Administration Office.
4. A complete set of bidding document in English may be purchased by interested bidders at Manna Woreda Administration office and up on payment of an one refundable fee of Ethiopian Birr 500 (five hundred Birr) only and Valid for 21 working days grating from a day when this invitation attached on newspaper in a year 2017E.C.
5. All bids must be accompanied by a bid security of not less than 3,500,000 (Three million five hundred thousand birr) in the form of certified check (CPO) through authorized bank in Ethiopia. The bid security must be addressed to Manna Woreda Administration office and must be attached to outer envelope of,,"original of qualification document".
6. Submission and opening of the bid: -
   1. The deadline of bid (both qualification and financial offers independently) submission shall be on or before 8:00 local time on the 21th day from the day this invitation displayed on newspaper.
   2. The qualification document shall be prepared in one original and two copies. The original and the copies shall be signed, stamped and wax sealed. In a separate envelop clearly marking "original", "copy 1" and "copy 2". And original and two copies wax sealed envelopes shall be placed in a large outer envelope with wax sealed. This outer envelope shall bear the submission address, name, Signature, stamp and other information indicated in the data sheet and be clearly marked as "TO BE OPENED ONLY IN THEPRESENT OF TENDER COMMITTEE". Failure to do so would entail rejection of the bid.
   3. The Financial Offer Document shall be prepared in one original and two copies. The original and the copies shall be signed, stamped and wax sealed. In a separate envelop clearly marking "original", "copy 1" and "copy 2". And original and two copies wax sealed envelopes shall be placed in a large outer envelope with wax sealed. This outer envelope shall bear the submission address, name, Signature, stamp and other information indicated in the data sheet and be clearly marked as "TO BE OPENED ONLY IN THE PRESENT OF TENDER COMMITTEE "Failure to do so would entail rejection of the bid.
   4. In preparing the bid document bidders are expected to examine the bid data in the tender document.
   5. The qualification document will be opened at 8:30 local time on the 21th day from the day this invitation displayed on newspaper. The day which mentioned on above do not include weekend and holydays.
   6. The committee assigned by the client will evaluate the qualification of the bidders based on the basis of their responsiveness to the bid document, by applying the evaluation criterion, sub-criterion and points assigned to the criterion in the data sheet. Each qualification document will be given the score point. A bidder will be rejected at this stage if it does not respond to the tender document or fails to achieve the minimum technical score indicated in the tender document.
   7. Only financial offers of those bidders who score the minimum qualifying point, 70% (seventy percent) and above will be opened on the financial opening date the financial opening of the bidders who have scored less than the minimum passing point (i.e. 70%) will be returned unopened. The client shall address the financial opening date time to bidders.
   8. Any attempt of submission forgets (false) document and /or indication of financial offer on the qualification document shall result in rejection of the bid.
   1. The client shall not be at any responsibility for misplacement of, QUALIFICATION DOCUMENT in THE FINANCIAL OFFER DOCUMENT,, envelope or vice versa which result in rejection of the bidder.
7. Manna Woreda Administration/project committee shall reserve the right to reject any or all bides.
