2ND ROUND INVITATION TO BID

NOON COMMUNITY WELFARE

Bid No. 01/2025

1. Noon Community Welfare (NCW) has a plan for construction of
   1. TWENTY (20) BLOCKS OF RESIDENTIAL HOUSES located at Ogolcho town of Zuway Dugda District -Arsi Zone, Oromia Region:
   2. ONE BLOCK of 4 Class rooms with Compound fence,located at Hasasa Town-West Arsi Zone, Oromia Region:
2. NCW invites all contracts of category GC5/BC6 and above with renewed license valid for the year 2024/2025 for furnishing the necessary labor, material, equipment and service for the construction of the said project.
3. Bidding documents may be obtained against none refundable payment 1,000.00 Eth. Birr at the NCW head office. Addis Ababa, in front of Akaki Kality Sub city, for ten consecutive calendar days starting from the date of the advertisement of the bid. Interested eligible bidders may obtain further information through Tel. +251-911-718-624.
4. Submission and opening of the bid:

1. The dead line of bid (both qualification and financial offers independently) submission shall be on or before 3:00 pm of 10 calendar days from the date of the advertisement of the bid
2. The original and copy of the qualification document shall be placed in a sealed envelope marked as "QUALIFICATION DOCUMENT" and both envelopes shall be placed in a large outer envelope and wax sealed. This outer envelope shall bear the submission address and other information indicated in the data sheet and be clearly marked as "TO BE OPENED ONLY IN THE PRESENCE OF TENDER COMMITTEE."
3. The original and copy of the financial offer document shall be placed in a sealed envelope marked as "THE FINANCIAL OFFER DOCUMENT" both envelopes shall be placed in a large outer envelope and wax sealed. This outer envelope shall bear the submission address and other information indicated in data sheet and be clearly marked as " TO BE OPENED ONLY IN THE PRESENCE OF TENDER COMMITTEE"
4. In preparing the bid document bidders are expected to examine the bid data in the tender document
5. The qualification document will be opened at 3:30 pm of 10th calendar day from the date of the receiving the bid.
6. The committee assigned by the client will evaluate the qualification of the bidders based on the basis of their responsiveness to the bid document, by applying the evaluation criterion, sub-criterion and points assigned to the criterion in the data sheet. Each qualification document will be given the score point. A bidder will be rejected at this stage if it does not respond to the tender document or fails to achieve the minimum technical score indicated in the tender document.
7. Only financial offers of those bidders who score the minimum qualifying point, 75 (seventy five) and above for the technical qualification will be opened on the financial opening date. The financial offers of the bidders who have scored less than the minimum passing point (i.e. 75) in technical qualification will be returned unopened.
8. The client shall address the financial opening date and time to the bidders.
1. Any attempt of submission of forged (false) document and /or indication of financial offer on the qualification document shall result in rejection of the bid.
10. The client shall not bear any responsibility for misplacement of "qualification document" in "the financial offer document" envelope or vice versa, which result in rejection of the bidder.

5. The validity of the bid shall be 90 days from the date of bid opening
6. The construction of the work shall be completed within a maximum of 90 calendar days from the commencement date of the work.
7. Visiting the projects site is mandatory
8. Noon Community welfare reserves the right to reject any or all bids
