Bisrat 11 Cooperative Housing Society wishes to have the first phase (Phase 1) of the B÷G+9 building constructed by inviting construction contractors through a competitive tender

Bisrat 11 Cooperative Housing Society, located on a 4.8-hectare site in Addis Ababa City Administration, Akaki Kaliti Sub-City, Woreda 07, at a place specifically called 'Chefe', is a cooperative society organized to construct a shared residential building for 72 members. Accordingly, it wishes to have the first phase (Phase 1) of the B÷G+9 building constructed by inviting construction contractors through a competitive tender.

Therefore, for construction contractors wishing to participate in the tender: 

1. They must have a renewed legal business license for their field of operation.
2. They must have a Taxpayer Identification Number (TIN) and have paid their current year's taxes.
3. They must be registered for Value Added Tax (VAT).
4. They must have a valid certificate of competency registration in the construction sector.
5. They must not be debarred from participating in tenders in any government offices.
6. They must be qualified to compete as per the requirements of the Government's Directive on the Execution of Public Tenders for Construction Works.
7. They must have a grade of BC-2/GC-3 and above, be able to present audit reports for the past five (5) consecutive years, and have legally entered into contracts for similar projects in any offices and completed them without quality issues.
8. They will be required to provide a detailed list of projects they have won and completed since 2013 E.C. (2020/21 G.C.), along with their performance certificates.
9. Contractors will be required to submit the original copies of their technical competency and other relevant competition documents for verification. If they cannot submit them or if they are found to be incorrect upon verification, the contractor will be disqualified from the competition.
10. Any bidder, when filling the bid price, must fill in and present the single price excluding VAT.
11. Any bidder, when filling the price, must only use the price submission form attached to the tender document. If there is any erasure, alteration, or ambiguity on the submitted price, the bidder will be disqualified from the tender competition.
12. After the tender is opened, it is strictly forbidden to offer a price modification, to review another bidder's price and offer a price, or to withdraw from the tender.
13. The price offered for the tender will be valid (non-alterable) for 90 days starting from the date the tender was opened.
14. The financial document of a bidder who has not passed the technical evaluation will not be opened.
15. A bid bond unconditional bank guarantee / Payment Order (CPO) of Birr 500,000.00 must be valid for 90 days in the name of Bisrat 11 Cooperative Housing Society.
16. Bidders will be required to demonstrate that they will provide the necessary qualified professionals for the building construction in the required quantity and ratio, and provide reliable evidence that these professionals can be present at their designated location whenever required for the work.
17. The tender document must be filled out as per the instructing party's directive; the Bid Bond, Financial (original and copy separately), and Technical (original and copy separately) documents must be sealed in an envelope, and all documents must bear the legal stamp and signature of the firm's owner. Individual envelop must be sealed with a candle sum.
18. If bidders win the tender and fulfill the necessary preconditions, they will be required to mobilize their construction equipment to the site within the required time (necessarily within 10 days) and be ready for the work.
19. Any bidder can obtain the tender document by sending proof of a non-refundable payment of 500.00 Birr made to Ethiopian Commercial Bank Account No: 1000553615449 (BISRAT 11 HOUSING COOPERATIVE LTD), along with a scanned copy of their renewed business license, business registration, Value Added Tax (VAT) registration, and renewed certificate of competency in the construction sector to the email: bisrat112023@gmail.com 
20. As stipulated in the Government Procurement Directive No. 1070/2017 for the construction sector, this public tender announcement will be opened for 15 consecutive calendar days starting from the date it was published in the newspaper.
