INVITATION FOR BID

NOON COMMUNITY WELFARE / Bid No. 01/2025

1. Noon Community Welfare (NCW) has a plan for construction of
   1. Residential houses and school rooms construction with compound fences located at Arsi zone of Ogolcho Town and West Arsi Zone of Hasasa Town respectively
2. NCW invites all small and medium construction enterprises with renewed license valid for the year 2025/2026 for furnishing the necessary labor, material. equipment and service for the construction of the said project.
3. Bidding documents can be obtained for a fee of Eth birr 1,000.00 at the NCW Head Office of Addis Ababa Tel. 251- 91 171-8624, for ten consecutive days starting from the date of the advertisement of the bid
4. Submission and opening of the bid:
   1. 1. The dead line of bid (both qualification and financial offers independently) submission shall be on or before 3:00 pm of 10 calendar days from the date of the advertisement of the bid
      2. The original and copy of the qualification and financial offer documents shall be placed in a sealed envelope marked as "QUALIFICATION DOCUMENT and FINANCIAL OFFER DOCUMENT respectively" and both envelopes shall be placed separately in a large outer envelope and wax sealed. This outer envelope shall bear the submission address and other information indicated in the data sheet and is clearly marked as "TO BE OPENED ONLYIN THE PRESENCE OF TENDER COMMITTEE."
      3. In preparing the bid document bidders are expected to examine the bid data in the tender document
      4. The qualification document will be opened at 3:30 pm of 10 calendar days from the date of the advertisement of the bi
      5. The committee assigned by the client will evaluate the qualification of the bidders based on the basis of their responsiveness to the bid document, by applying the evaluation criterion, sub-criterion and points assigned to the criterion in the data sheet. Each qualification document will be given the score point. A bidder will be rejected at this stage if it does not respond to the tender document or fails to achieve the minimum technical score indicated in the tender document.
      6. Only financial offers of those bidders who score the minimum qualifying point, 75 (seventy-five) and above for the technical qualification will be opened on the financial opening date.
      7. The client shall address the financial opening date and time to the bidders.
      8. The client shall not bear any responsibility for misplacement of "qualification document" in "the financial offer document" envelope or vice versa, which result in rejection of the bidder.
5. The validity of the bid shall be 180 days from the date of bid opening
6. The construction of the work shall be completed within a maximum of 180 calendar days from the commencement date of the work.
7. Noon Community welfare reserves the right to reject any or all bids
