1. In 2023, 54 housing cooperative associations were established by the Addis Ababa City Administration to construct apartment buildings. Tila-31 is one of 10 associations granted a 5.8-hectare plot of land located at Hana-Furi Site, Akaki Kality Sub-City, Woreda 07, Addis Ababa. The association has accumulated funds for the construction of a 2B+G+9 apartment building and plans to execute the project in phases. This first phase of bidding covers Earthworks, Structural Works, Partitions, Plastering, and Painting.
2. Tila-31 Housing Cooperative Ltd. invites sealed bids from eligible GC/BC Level I (General Contractor or Building Contractor Level One) contractors for the Construction of 2B+G+9 Apartment. Bidders are required to submit copies of their Renewed Business License, Principal Business Registration, TIN, VAT, Tax clearance of 2017 EC and Renewed Competence Certificate.
3. Bidding will be conducted through National Competitive Bidding (NCB) procedures contained in the Ethiopian Federal Government Procurement Procedure and are open to all eligible bidders.

A complete set of bidding documents in English language may be purchased by interested bidders upon payment of a non-refundable fee ETB 1000. The method of payment shall be in transfer to associations Commercial Bank of Ethiopia Account 1000553472834 (Tila-31 Housing Cooperative Ltd). 4. Interested eligible bidders may obtain further information from Tila-31 Housing Cooperative Ltd. Representatives during business hours from Monday to Saturday.
5. Bidders shall submit bid documents separately in two envelopes, each containing the original and a copy of Technical and Financial Proposal at or before August 18, 2025, at 2:00 PM in the afternoon. Late bids will be rejected.
6. Bids will be opened in the presence of the bidders or their legal representatives who choose to attend at the address below August 18, 2025, at 2:30 PM in the afternoon.
7. A bid must be accompanied by a bid security of Ethiopian Birr 500,000.00 in the form of CPO or an Unconditional Bank Guarantee in accordance with the form provided in the section 4 of the bidding document.
8. Tila-31 Housing Cooperative Ltd reserves the right to reject any bid and to annul the bidding process and reject all bids at any time prior to contract award, without thereby incurring any liability to bidders.
