Call for International Competitive Bid (ICB)

1. Dashen Bank S.C. (the Bank) intends to acquire and install a Card Personalization Solution and one (01) medium Central Card Personalization Machine with 600 cards per hour (cph) that designed to enhance the daily card production capacity of the Bank by then to shorten its customer new card request delivery time. With the new Card Personalization Solution and Central Card Printing Machine the Bank can have faster printing speeds, higher throughput, and improved automation, significantly reducing card issuance turnaround time and manual interventions, enable more advanced personalization options, such as customer-specific designs, photos, and instant issuance and ensures reliability, availability of spare parts, and vendor support.
2. The Bank now invites sealed bids from eligible Bidders for the Supply. installation, integration, script development, training and maintenance service support for card personalization solution and central card printing machine.
3. Interested and eligible bidders are invited to purchase and download the bidding document via https://extratenders.com.et/ and https://dashen.afrotender.com/or afrotender.com, to access the biding document for by having paid Non-refundable fee ETB 500.00 (Five Hundred Birr) or equivalent currency easily convertible in Ethiopian Birr starting from July 07, 2025 up to July 28,2025 at 5:00 PM East African time (EAT).
4. Interested eligible Bidders may obtain further information from Dashen Bank Sc and check the bidding documents at the address given below during the office hours (Monday to Friday 8:00-12:00 AM, 1:00-5:00 PM. and Saturday 8:00-12:00 A.M.).
5. The bidders shall present a bid security of ETB 1,500,000.00 (ETB One Million Five Hundred Thousand only) or an equivalent amount in a freely convertible foreign currency in the form of Cashier's payment order (CPO) or Irrevocable and Unconditional Bank Guarantee Counter Bank Guarantee with one of the eligible commercial Banks in Ethiopia at least valid for 150 days upon submission of the offer. At the same time, the bid validity shall be 120 days.
6. The sealed bid document shall be placed in the box prepared for this purpose on July 28,2025, up to 5:00 PM in East African Time (EAT) at the Supply Chain Management Department, Dashen Bank New Head Quarter Building, 7th floor, in front of the National Bank of Ethiopia. Electronic submission is not allowed and late hide will automatically result in rejection.
7. The bid shall be opened in the presence of bidders or official representatives at Dashen Bank S.C., Supply Chain Management Department, Head Quarter Building, 7th floor, in front of the National Bank of Ethiopia on July 29, 2025, at 2:00 PM in the Afternoon East African Time (EAT).
8. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software should be covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded contracts.
9. Bidders are strongly encouraged to thoroughly follow and adhere to the instructions and requirements outlined within the bidding document.
10. Bidders must bid for all items. Bids quoting for incomplete items (i.e. any missing item and/or missing required quantities) shall be considered non-responsive and will be disqualified. Bidding will be conducted using the Bank's open bidding procedures.
11. The Bank reserves the right to accept or reject the bid, either partially or fully.
