ADRA Ethiopia, a non-political and non-profit International Non-Governmental Organization, has been operating in Ethiopia since 1982, implementing relief and multi-sectoral development projects across various regions.

Currently, ADRA Ethiopia is implementing a project entitled ASPIRE (Action to Strengthen Partnerships for Inclusion, Resilience and Education) in Oromia and Sidama Regions, funded by NORAD/ADRA Norway. As part of the project, we are seeking interested and qualified contractors to undertake the construction of One complete Primary School Building in Belela, town located in Bilate Zuria Woreda, North Sidama Zone of Sidama Regional Government.

General Specifications and Requirements

ADRA Ethiopia plans to construct a standard Complete primary school buildings with the full supply of necessary labor, materials, and equipment.

Project Duration: 720 calendar days

Project Location: Sidama Region, North Sidama Zone, Bilate Zuria Woreda, Belela town (approximately 45 km from Awasa town and 335 km from Addis Ababa)

Eligibility Requirements

ADRA Ethiopia invites wax-sealed bids from eligible and competent bidders in category GC/BC Grade 3 and above.

Bidders must provide the following documents (as detailed in the IFB document):

1. 1. Renewed construction license in GC or BC Grade 3 or above
   2. Tax Clearance Certificate
   3. TIN and VAT Registration Certificates
   4. External Auditor's Report verifying financial turnover for the last fiscal year
   5. Bank Statement of the last 3 months as evidence of liquid working capital
   6. Relevant Work Experience in similar construction projects-Failure to present will lead to automatic disqualification

Bid Security

• All bids must be accompanied by a bid security of 1% of the total bid offer

The bid security must be in the form of a Certified Payment Order (CPO) only payable on demand to ADRA Ethiopia

• Bid documents can be collected during working hours (8:30 AM - 5:00 PM) starting from the date of this announcement for 15 working days
• A non-refundable fee of ETB 1000 is required for the full set of bid documents

Submission and Opening Details

1. Bid Submission Deadline: On or before 11:30 AM, July 21st,2025
2. Technical Proposal Opening July 22nd 2025 at 11:AM

• The financial opening date will be announced later
• Only responsive bidders will have their financial proposals opened in the presence of their representatives at ADRA Ethiopia's Country Office provided that they show interest.

Important Instructions

• Bidders must fill, sign, and seal all forms in the bid document. Failure to do so may result in automatic disqualification.
• ADRA Ethiopia will not cover any costs incurred in connection with bid preparation and submission.
• ADRA Ethiopia reserves the right to cancel part or all of the bid, waive formalities, or proceed otherwise in its best interest.
