NOTICE OF INVITATION FOR BIDS

The Federal Democratic Republic of Ethiopia (FDRE) has allocated budget towards the cost of the Individual Consultancy Service for Detailed Need Assessment and Develop Livelihood Restoration Plan (LRP) for Nekemte Bure Road Project Lot 1 (Nekemte - Anger Gutin - Andode KM 86.1).
The Ethiopian Roads Administration (ERA) hereby invites all interested professionals to submit their applications with their qualification documents, CVs and testimonies, and financial proposals, which will be the basis for the selection of the professional. The Livelihood and Income Restoration Expert shall fulfill the following minimum qualification criteria:

I. No.	Criteria
a.	Education: M.A. in Economics, Business administration, Development Studies, Sociology, Social Anthropology and other Relevant field of Social sciences
b.	General Experience: Six (6) Years of experience in developing and implementing income generation/livelihood restoration programs and community development programs
c	Adequacy for the assignment: Experience as project coordinator or team leader in resettlement and related projects or socio-economic and baseline surveys or community needs assessment tasks or community/ Local Development Plan (LDP) preparation or Income Generating Activity (IGA) plan and strategy or Environment and Social Impact Assessment (ESIA) Experience in preparation of Social Safeguards document preparation (including RAP, ARAP, Social Assessments and RFF) for World Bank supported project(s) Experience in designing and delivering skill enhancing and/or capacity building programs, Experience in working with local governments and/or knowledge of the rural and urban development, Excellent oral and written communication skills both in English and preferably local language as well as strong team participation skill and Computer literate and knowledge of using statistical software like SPSS is an added advantage.

Note

The CVs of applicants should clearly indicate the assigned position and period of assignment of month(s) and year(s) and a testimony shall be attached for each stated experience in the CV.

Interested professions can collect the tasks /Full Terms of Reference/ of the envisaged Services from Engineering Procurement Directorate Office, Block B 1st Floor, Office No. 102.
The function of the expert will he in accordance with the consultancy
Bidders shall submit their qualification document (CV and Testimony) and financial bid separately in a two envelope in line with the Terms of Reference using the forms provided in the detail Terms of reference.
The qualification applications (CVS and Testimonies) and Financial Offers of interested applicants should be submitted to the following address on or before July 10, 2025 at 2:30 P.M. local time.
