1. The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Africa CDC Regional Investment Project, and intends to apply part of the proceeds toward payments under the contract for Supply, Installation and Commissioning of Diesel Generators with Automatic Transfer Switch for 28 Regional Reference Laboratories. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank's Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

2. The Ethiopian Public Health Institute now invites sealed Bids from eligible Bidders for Supply, Installation and Commissioning of 30 units of Diesel Generators with Automatic Transfer Switches for Reference Laboratories located in two city administrations and 11 Regions, including Addis Ababa City Administration, Afar Regional State, Amhara National Regional State, Benshangul-Gumuz National Regional State, Dire Dawa City Administration, Gambela Regional State, Harari National Regional State, Oromia National Regional State, Sidama Regional State, Somali National Regional State, South Ethiopia Regional State, South West Ethiopia Peoples' Regional State, and Tigray National Regional State. The delivery of the generating units with the related ATS and completion of their installation and commissioning is expected within 120 calendar days of the signing of the contract.

Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" Sixth Edition issued in February 2025 ("Procurement Regulations"), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Cetera including technical and non-price factors): 60% and for Bid cost: 40%.

5. Interested eligible Bidders may obtain further information from Ethiopian Public Health Institute: Mr. Hantal Abay, Procurement Team Leader, Email hantal2006@gmail.com and inspect the bidding document during office hours 0830 to 1700 hours (8:30a.m. to 5:00 p.m.) from Monday to Friday at the address given below.

6. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of ETB 400 (Birr Four Hundred) or in a convertible currency. The method of payment will be in Cash.

7. Bids must be delivered to the address below on or before August 12, 2025, at 1400 hours (2:00 p.m.). Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked "ORIGINAL BID", and the inner envelopes marked "TECHNICAL PART" will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend, at the address below on August 12, 2025, at 1400 hours (2:00 p.m.). All envelopes marked "SECOND ENVELOPE: FINANCIAL PART" shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

8. All Bids must be accompanied by a Bid Security of USD 30,000 (United States Dollar Thirty Thousand) or equivalent freely convertible currency.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
