INVITATION FOR BID

National Competitive Bidding

Procurement Reference Number: Melhik/NCB/PD/Works/001/2025

1. Melhik 5 Housing Cooperative LTD hereby invites sealed bid from eligible and qualified bidders for the construction of works of 2B+G+13+T Mixed-Use Apartment Building.
2. Invitation is for all Contractors GC-3/BC-2 and above.
3. Bidding will be conducted in accordance with the open tendering procedures contained in Public Procurement and Property Authority proclamation of the Federal Government of Ethiopia for National Competitive Bid and open to all eligible bidders (latest PPA Version 2011 and amended December 2016).
4. The bidding procedure to be followed is two-stage envelope procedures.

• The first envelope containing the preliminary qualification and Technical Proposal requirement clearly marked "Technical Proposal" shall contain mandatory documents listed in the bidding Document ITB CLAUSE 4.5(b)(ii), Technical Proposal as ITB Section-4, and Bid Security. It should be wax sealed.
• The second envelope containing the Financial requirement clearly marked "Financial Proposal" shall contain Financial Offer and Recent Cost Breakdown with two copies each. It should be wax sealed, and the two envelopes shall also be enclosed by an outer envelope marked "Qualification Proposals Submission for Construction Works of 2B+G+13+T Mixed-Use Apartment Building." Evaluation also to be carried out in two stages. Technical proposal and Bid Security will be opened first and the evaluation will undertake as stated in ITB section-1, 36-40. The bids that are responsive to the technical requirement & pass the criteria stated under section-3 will be opened for financial evaluation. The financial proposal of those bidders who fail the requirement under section-3 shall be returned unopened.

5. A complete set of documents can be purchased on submission of a written application and original document with its copies of:

• TIN Number
• VAT registered certificate
• Proof of their up-to-date registered certificate from Authorized Business Licenser
• Supplier list Registration on PPA Websites (eGP Suppliers List)
• Ministry of Construction registration competency certificate as stated in #1 above
• Renewed Trade License
• Tax Clearance Certificate from the concerning Authority
• Upon payment of a non-refundable fee of Ethiopian Birr 2,000 (two thousand)

6. Bids must be delivered to the address shown on the bid datasheet at 2:00 PM and all bids must be accompanied by a bid security of ETB 500,000.00 (Five Hundred Thousand). Bids will be opened in the presence of bidders' representatives who choose to attend on the same place and date as bid submission at 2:30 PM afternoon at the address below.
7. Bidders may obtain further information from, and inspect the bidding document at the address indicated below.
8. Bid price shall be valid for a period of 120 days after bid opening and must be delivered 15th day from its first date of advertisement in the newspaper. If the opening day doesn't fall on a working day, the bid opening and closing shall be held on the next working day at the same place and time.
9. The bid security shall, at the bidder's option, be in the form of CPO or an unconditional bank guarantee by any Ethiopian bank. The format of the bid security should be in accordance with the form included in section-4 of bidding forms or another acceptable to the Employer. Bid security shall be valid for 30 days beyond the validity of the bid.

11. Melhik 5 Housing Cooperative LTD will not accept any rebates from selected items of work. If bidder wants to give rebate, it must be from the total sum.
12. Melhik 5 Housing Cooperative LTD reserves the right to reject any or all bids. Bidders are instructed to fill, sign, and seal all the forms of the bid documents. Failure to do so will result in automatic rejection from the tender.
