Noah Adey Abeba No.1 Real Estate is a large, gated residential community located in Lemi Kura Sub-City, Wereda 03, Addis Ababa. It comprises more than 680 households, including apartment buildings, villas, and commercial spaces, supported by internal roads, parking areas, and shared infrastructure. To ensure compliance with national environmental standards, the Homeowners’ Association is undertaking a project to implement a complete wastewater treatment system for the compound.

Accordingly, the Association invites sealed bids from qualified and experienced contractors for the turnkey delivery of a complete wastewater treatment plant. The scope of work includes the study, design, supply, construction, installation, testing, commissioning, and post-commissioning support. The system must ensure that treated effluent consistently meets the discharge standards set by the Ethiopian Environmental Protection Authority (EPA) under all operational conditions.

The successful contractor will be responsible for the entire project lifecycle. This includes conducting a technical study, preparing detailed designs, supplying and installing equipment and materials, carrying out civil and electromechanical works, commissioning the plant, and providing training and post-commissioning support to ensure sustainable operation.

Interested bidders must be registered in Ethiopia and possess a valid trade license in water or sanitary works. Bidders must also provide current VAT registration, TIN, and a tax clearance certificate.

Additionally, bidders are required to present evidence of completing at least two similar turnkey wastewater treatment projects, supported by reference letters or official certificates.

Bid documents can be collected from the Association office upon presentation of proof of a non-refundable payment of *ETB 200.00* made to the Commercial Bank of Ethiopia (CBE), Account Name: Noah Adey Abeba Real Estate Association, CBE Account Number: *1000422618132* , using the reference “ *Tender No. NAA-T-001/2025.”* A copy of the payment receipt must be presented to collect the tender document.

Each bid must be submitted in a sealed outer envelope containing three clearly labeled inner envelopes: (1) Technical Proposal, (2) Financial Offer, and (3) Bid Security. A bid security of ETB *200,000.00* is required in the form of a CPO or an unconditional and irrevocable bank guarantee. Conditional or insurance-backed guarantees will not be accepted. All bids must remain valid for *120 calendar* days from the date of submission.

The deadline for bid submission is *June 6, 2025, at 4:30 PM* local time. Bids will be opened on *June 7, 2025, at 10:00 AM* at the Association office, in the presence of bidders or their legal representatives.
