BID INVITATION FOR ROAD CONSTRUCTION

BID NUMBER 073/2017

The government of South Ethiopia regional State Transport and Road Development Bureau hereby invites sealed bids from interested and eligible GC or RC Grade 4 and below Contractors for the procurement of the following projects.

Category A: Road Construction

1. Bidding will be conducted through the national competitive open bidding (NCB) Procedure as specified in the regional government public procurement directive and is open to all bidders.
2. Interested bidders shall submit the following evidences:
   1. Trading (business) license renewed for this (2017) Ethiopian fiscal year.
   2. Certificate of Registration from Ministry of Urban and Infrastructure development or relevant regional Authorities RC/GC contractor's Grade 4 and below and Registration certificate as a contractor in the list of PPA.
   3. VAT Registration Certificate
   4. Tax payer registration certificate
   5. TIN (Tax identification Number)
   6. It's tax clearance Certificate which states that the bidder is eligible to purchase in any public tender and valid at least at deadline for submission of the bid. All documents evidencing these requirements have to be submitted together with the bid documents for evaluation purposes.
3. A complete set of bidding document prepared in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of ETB 1000.00 (ETB: One thousand only) for each projects effective as of 21 successive calendar days starting from the first notification of this advertisement on the Ethiopian Herald. The method of payment shall be on cash
4. All bids must accompany by a bid security of ETB 300,000 (ETB Three hundred Fifty thousand) in form of cash payment order (C.P.O.) or unconditional bank guarantee. Let bids will be rejected qualification information and bid security of the bidders will be opened in the presence of bidders or their representatives, those who willing to attend at Bureau of Transport and road and development building Ground Floor Room no 17 Procurement and Prosperity Administration.
5. The final submission and opening date of the proposal will be on the 22nt date of this announcement on The Ethiopian Herald at 11:00 AM & 2:00 PM respectively. If the 22nd date is not a working day, it will be held on the next working days at same time.
6. The bid documents comprising one original and three copies of the technical and financial proposals should be submitted in two copies separately, the first envelop marked as technical proposal and the second envelop marked as financial proposal and the two envelops sealed and wax in another outer envelope. Each document should be signed and sealed by the bidder.
7. Interested eligible bidders may obtain further information from and inspect the bidding documents at the address given below from 8:30 am to 12:30 pm and from 1:30 p.m. to 5:30 p.m. from Monday to Friday.
8. The South Ethiopia Regional State Transport and Road Development bureau reserves the rights to accept or reject any or all bids.
9. The bidders can buy any projects in both categories but can submit their proposal maximum of only for one project from both categories.
