1. The government of Ethiopia has received financing from the world bank toward the cost of the lowlands livelihood resilience phase ii (LLRP-II) project and intends to apply part of the proceeds towards payments under the contracts for the Procurement of construction of Medium span bridges [16 m span]
2. The afar national regional state, office of the president, lowlands livelihood resilience project (LLRP II), office of the president, lowlands livelihood resilience project (LLRP-II) now invites sealed bids from eligible bidders for the Procurement of construction of Medium span bridges [16 m span]
3. The bidders shall furnish the following documents to full fill the eligibility criteria: -

1. Renewed Trade license for the year 2017 EFY, TIN, VAT Registration, and a valid tax clearance certificate issued by the tax authority,
2. Audited Financial Report of past three years (2020 to 2024GC)
3. Financial Situation and Performance
4. Average Annual Construction Turnover (for the last 3 years) 150,000,000.00
5. At least 5 years' experience in the construction sector, executed at least 2 (two) similar Bridge projects in the last 3 years each of 50,000,000.00-birr contract amount or 1 (one) similar Bridge project a contract amount of 85,000,000.00 birr.
6. Total time for the completion of the work is 240days, also a capacity of completed the whole work within 240 days & work in volatile security problem area.

4. Bidding will be conducted through the national competitive bidding procurement using a request for bids (RFB) as specified in the world bank's guidelines: procurement regulations for IPF borrowers-'procurement in investment project financing, goods, works, non-consulting, and consulting services, dated JULY 1, 2016 and September 2023 edition (here in after called "regulation") and 'guidelines on preventing and combating fraud and corruption in projects financed by IBRD loans and IDA credits and grants', dated July 1, 2016 and September 2023 (anti-corruption guidelines); and other provisions stipulated in the financing agreements).
5. Interested eligible bidders may obtain further information from lowlands livelihood resilience project (LLRP), regional project coordination unit, with the email: afarllrp@gmail.com, CC: aidahishassen@gmail.com  And inspect the bidding documents during office hours 7:00-12:00 am (morning) and 3:00-6:00pm (afternoon) at the address given below.
6. A complete set of bidding documents in English may be purchased by interested eligible bidders upon submission of a written application to the address below and upon payment free.
7. Bids must be hand delivered to the address below on or before 9th June, 2025, at 10:00 am (morning. Local time). Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who choose to attend at the opening session.
8. All bids must be accompanied by a "bid security" of ETB 500,000 (five hundred thousand birr only.) Or an equivalent amount in a freely convertible currency in the form of unconditional bank guarantee or CPO.) 9. The bid is valid for 90 days after bid opening date. The bid security shall be valid for twenty-eight days (28) beyond the end of the validity period of the bid. Finally, the client reserves the right to accept or reject the bid partially or totally.
