1. The government of Ethiopia has received financing from the World Bank toward the cost of the lowlands Livelihood resilience phase ii (LLRP-II) project and intends to apply part of the proceeds for Consulting services for study & design of gelealo flood protection & river training in gelealo woreda.

Objectives of the service

The consulting services include the study & design to control the flood that breached from Awash River in to Gefrem kebele, Gelealo woreda irrigable lands and the town.

The scope of work is mainly to protect Gefrem kebele town and irrigable land from this flood and maintenance of the irrigation infrastructures.

The consulting firm shall carry out the following tasks and complete in three months period.

Inception, Data collection, data Audit, Analysis, and Survey, Update of Hydrological and Hydraulic Analysis, Identify and Select Recommended Option, Hydraulic Modeling and Hazard Mapping Application of Flood Risk Reduction Investment Framework, Detailed Design and Tender Documents.

2. The afar national regional state, office of the president, lowlands livelihood resilience project (LLRP-II), now invites eligible consulting firms ("Consultants") who have license for consultancy service specially water related works.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services for study & design of gelealo flood protection & river training in gelealo. Woreda.

The shortlisting criteria are:

• Core business and years in business, (Firm's general experience)
• Relevant experience, (The firms shall have proven experience in study and design of flood protection and river training projects 5 years' experience & least one flood protection and river training study and design has done in the last three years. (The firms shall have proven experience in proven experience in study and design of flood protection and river training projects.
• Technical and managerial capability of the firm (Managerial and organizational structure, office equipment, etc.).

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers-'Procurement in Investment Project Financing, Goods Works, Non- Consulting, and Consulting Services, dated July 1, 2016' and September 2023 edition (here in after called "Regulation") and 'Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants', dated July 1, 2016 and September 2023 (Anti-Corruption Guidelines); and other provisions stipulated in the Financing Agreements). Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected...

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) Method set out in the Procurement Regulations.
