INVITATION FOR BID 

Development Expertise Center (DEC) is a national Civil Society Organization (CSO) committed to the well-being and development of children. DEC has been implementing a wide range of programs and projects across various regions of Ethiopia, including Addis Ababa city, Afar, Amhara, Benishangul-Gumuz, Gambela, Oromia and Tigray regions. These programs focus on education, child protection, employable skills development, gender and life skills, humanitarian response and coordination, WASH, livelihoods, and shelter construction-both in development and emergency contexts.

Accordingly, KNH Strengthen Education to Nurture Development of Children (SEND-Children) Project, launched in 2023, is a five-year early education initiative aimed at improving educational access, quality, and child protection for vulnerable children in pastoralist communities. Grounded in evidence-based practices and advocacy, the project is being implemented in Afar region Dubti District, targeting children in hard-to-reach communities. Over the past two years, the project has established pre-primary classes in seven link schools and successfully set up four mobile schools to provide tailored education to pastoralist children.

As the project reaches its midpoint, the Development Expertise Center (DEC) is seeking a qualified consultancy firm to conduct a Mid-Term Evaluation. This evaluation will assess the project's progress, achievements, outcomes, and challenges, and will offer recommendations to guide the remaining implementation period and ensure long- term impact.

DEC hereby invites experienced professionals with a strong background in education, early childhood development, and community-based programming to submit their proposals for this important assignment.
