Invitation to Bid

Biftu Selale Farmers' Cooperative Union located at Oromia regional state North Shoa Zone Fitche Town invites all contractors of category BC-3 & above and GC-4 & above those eligible & qualified bidders which fulfill the following requirements, to submit wax sealed for the;

1. Lot 1:-Construction of G+4 Mixed use Building located at Oromia Regional State North Shoa. Zone Fitche Town
2. Lot 2:- Construction of Fence located at Oromia Regional State North Shoa Zone Wacale Wereda.

Therefore bidders can obtain a complete set of bidding document from the office of Biftu Salale Farmers' Cooperative Union office located at Oromia Regional State North shoa Zone Fitche Town starting from the first date of this notice posted on the Addis Zeman newspaper by deposit of non-refundable fee Birr 600.00( Birr Six hundred only) to CBO.....CBE..... Account & receive deposit slip to main cash room number 03 located at 2nd floor

1. Interested bidder shall present valid trade license for the current year 2017 Ethiopian calendar and its tax clearance from the Federal or other respected revenue Bureau valid for at least at bid submission date & VAT registration certificate and all other legal documents.
2. Bidders provide 2% from the total price for bid security in the form of CPO from CBE, CBO....
3. Bidding will be conducted in accordance with the open national tendering procedures contained in the public procurement proclamation of the Federal Democratic Republic of Ethiopia and is open to all eligible bidders i.e. two stages. The first stage is preliminary and technical evaluation & the second stage is financial evaluation.
4. The bidders shall submit wax sealed mother envelops which enclose wax sealed envelopes of "bid security", Technical documents" and "Financial documents" this shall be produced in different wax sealed envelopes, and labeled as "bid security", "Technical documents" and "Financial documents". "Technical documents" shall enclose original, copy one and copy two of technical offers. And Financial shall enclose original, copy one & copy two of financial offers and all these envelops shall be produced in different wax sealed inner envelopes and labeled properly. Failure to do so will result in automatic rejection.
5. The client shall not bear any responsibility for miss placement of "qualification document" in the "financial offer document" envelope or vice versa, which result in rejection of the bidder
6. Interested eligible bidders may obtain standard bid document (SBD) at the union office at the address stated below from 2:30-6:00 am & 7:30-11:00 pm from Monday to Friday and at 2:30 to 5:30 am on Saturday local time.
7. Submission and Opening of the bid will be at the office of the union at the address stated below.
8. The deadline of bid submission & bid opening (both technical & financial offers) will be;

• For technical proposal the closing and opening day will be on the 22nd working day at 4:00 & 4:30 am local time respectively from which it is posted on the newspaper. If the 22nd Will not be working day, the closing & opening day will the next working day with the same time table stated above. Late bid shall be rejected. Working days are from Monday to Saturday morning.
• Financial proposal opening date will be after evaluation of earlier submitted or opened proposal document.

9. The winner bidder must provide performance security 10% in the form of CPO or bank guarantee or insurance guarantee.
10. Only financial offers of those bidders who score the minimum qualifying point >70% /seventy percent/ will be opened on the financial opening date. The financial opening of the bidders who have scored less than or equal the minimum passing point /i.e. ≤ 70%/ will be returned unopened. The client shall address the financial opening date and time to the bidders.
11. In preparing the bid document bidders are expected to examine the bid data in the tender document.
12. The financial document shall remain sealed and deposited in a box prepared for this purpose in the presence of auditor or any other authorized body the client, until financial offer(s) of qualified bidders are opened publicly.
13. The Committee assigned will evaluate the qualification of the bidders based on the basis of their responsiveness to the bid document, by applying the evaluation criterion, sub-criterion and points assigned to the criterion in the data sheet. Each qualification document will be given the score points. A bidder will be rejected at this stage if it does not respond to the tender document or fails to achieve the minimum technical score indicated in the tender document.
14. Any Contractor who has termination history with the Bureau, Zonal Offices and other regional sectors and with bad performance (proved) in their past contractual period, the Client has full right to reject those contractors during technical evaluation.
15. The Construction of the works shall be completed within a maximum of 264 calendar days from the commencement date of the works.
16. The office has the right to accept/reject any/all bid.
