1. The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Second Urban Water Supply and Sanitation Project (UWSSPII), and intends to apply part of the proceeds toward payments under the contract sanitation facilities. The D/Birhan City Water Supply and Sewerage Service now invite sealed bids from eligible bidders for the construction of communal and public toilets and ABR works under three lots as listed in the following table.

2. The Debre Berhan town Water Supply and Sewerage Service now invites separated sealed bids from all eligible and competitive bidders for construction of the above stated three lots of new modern ground type public and communal toilets and an aerobic baffle reactor with sewer lines. Interested eligible competitive bidders having Similar & equivalent work Experience can compete for all or any of the lots stated above as far as they fulfilled the requirements for all or any of the lots. However, bidders will not be awarded Contract for more than One Lot based on the client advantage.
3. Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in the procedure of Government of Ethiopia, Federal Government Procurement and Property Administration Proclamation No. 649/2009 and the Federal Government Public Procurement Directive issued by the Ministry of Finance and Economic Development, June 2010.
4. A complete set of bidding documents in English may be purchased by interested eligible bidders directly to the address below and upon payment of a nonrefundable fee of ETB 2,000.00 (Two Thousand Five Hundred Ethiopian Birr) or its equivalent in freely convertible currency starting from the first announcement of this notice on The Ethiopian Herald in-office hours until the closing date and time. The method of payment will be in cash.
5. Bids must be delivered to the address below within 30 (thirty) calendar days counted from the first day of notice posted on the newspaper at 10:00 A.M (morning). Electronic bidding will not be permitted. Bids will be publicly opened in the presence of the bidders designated representatives and anyone who choose to attend at the address below on the same day at 10:30 AM (morning). If the bid opening or closing date is on holiday, closing or opening of the bid will be the next working day at the same time and venue. Late bids will be rejected.
6. All bids must be accompanied by a bid security of ETB 400,000 (Four Hundred Thousand) for lot 1in ABR construction and the five public and communal toilets ETB 700,000 (seven hundred thousand) for lot 2 in the form of Unconditional Bank Guarantee or CPO in a freely convertible currency with validity period not less than 90 days +28 days in the name of D/Birhan City Water Supply and Sewerage Service Office.
7. Debre Birhan water supply and sewerage service office reserves the right to reject part and/or all bids.
