The Southwest Ethiopia peoples regional state bureau of education invites eligible bidders with grades contractor’s category Bc-7 or Gc-7 and above to submit sealed bids for providing the necessary labor, materials, and equipment for the construction works of secondary school library at Chida, Masha and Tarcha town detailed as follows.

1. Interested bidders shall submit the following legal evidence.
   1. Contractor's registration certificate from ministry of construction BC-7 or GC-7 and above renewed for the year 2017 E.C.
   2. Renewed trade license for the year 2017 E.C.
   3. VAT registration certificate
   4. Updated tax clearance from inland revenue-/valid within the bid process time
   5. Registration certificate in suppliers list under EGP
2. Bidders should submit the required firm experience, key personnel's, and machineries attaching with their technical proposal document.
3. Bidding will be conducted through national competitive bidding /NCB/ and procedures as specified above and is open to all eligible bidders as specified and defined in the bidding document.
4. Any copy document to be submitted need to be clearly visible in order to be considered for evaluation.
5. Multiple awards to one bidder shall not be permitted.
6. Bids must be accompanied by a bid security amount of ETB. 50,000 /fifty thousand birr /.
7. A complete set of bidding document may be purchased by any interested eligible bidders on the submission of a written application to SWEPRS bureau of education Procurement fin/pro/admin/directorate and paying non- refundable fee of ETB. 300/three hundred birr/ for each lot starting from the first appearance of this advertisement for 30 days. The method of payment shall be in bank transfer of CBE SWEPRS bureau of education A/C number 1000453714528.
8. Bidders are instructed to submit one original and two copies of technical and financial proposal documents in different folders labeled as ORIGINAL and COPY for both proposals properly and separately shall be sealed in large outer mother envelope.
9. The final submission and opening date of the bid is 31st date of this announcement at 04:00 local time and 04:30 local time respectively.
10. Bid evaluation is to be carried out in two stages, qualification application first and financial document of qualified bidders next.
11. Bids will be open in the presence of bidders or their legal representatives who choice to attend the bid opening.
12. Interested eligible bidders may obtain further information and inspect the bidding document at the office of SWEPR bureau of education Proc/fin pro admin/directorate Tel.047-345-07-15 Tarcha.
13. The bureau reserves the right to reject all or parts of bids.
