1. 1. SERS Wolaita Zone Finance and Economic Development Department collaborating with Water Irrigation and mines Department here by invites we sealed bids, from qualified and eligible Bidders class described below licensed in General Contractors and water works construction or water works construction for the construction remaining works of Rehabilitation and maintenance of Ella small scale Irrigation Project: the bidding consists Retaining wall, upstream and downstream construction Canals, drop structure, division work, etc: 

1. 2. The bidding is open to all bidders who have a license of GC andWWC-5 or WWC-5 and above as the requirements stated above. The bidder should have eligibility documents, such as VAT, TIN, Trade registration, Professional certificates, Registration in the FPPA's Suppliers List at https://egp.ppa.gov.et, renewed trade license for the current year 2017 E.C and license for water construction works from Federal Ministry of Water Resources
   3. Bidders shall obtain bid documents upon payment of non-refundable birr 300.00 for each document from the Wolaita Zone Finance and Economy Development Department.
   4. The bidders should fulfill all technical evaluation and evaluationqualification criteria that is attached with in bid document. (The bid document has equal value with that of invitation letter)
   5. Alternative Bids shall not be considered.
   6. The bidder should have no project termination for the past two year's projects in Wolaita zone water Irrigation and mines department.
   7. Bids shall be valid for a period of sixty (60) days after Bid opening.
   8. Bids should be accompanied by a bid security of 120,000 (one hundred twenty thousand) Eth Birr in an acceptable form of (CPO or unconditional Bank Guarantee), and shall remain valid and open for acceptance for a period of 90 days after the date of bid opening.
   9. In addition to the original of the bid, the number of copies is: (Financial offer) One Original plus Two copies and (technical offer) One Original plus two copies
   10. Bid shall be submitted on 30th calendar days counting from the date of announcement on national newspaper/Ethiopian Herald at 2:00 P.M. in the afternoon, if the 30th calendar day lies on Ethiopian holiday or not working day, the last date of bid submission will be the next working day at 2:00 P.M in the afternoon at Wolaita Zone Finance and Economy Development Department Electronic bidding will not be permitted. Late bids will be rejected.
   11. Bids will be opened in the presence of bidders and/or their authorized representatives at the last date of bid submission, at 2:30 PM in afternoon at the Wolaita Zone Finance and Economy Development Department.
   12. All bids shall be in fixed price, no price adjustment is allowed.The price shall be quoted in local currency, Birr.
   13. The Departments (WZWIMD and WZFEDD) reserves the right to accept or reject all or parts of the bid and to cancel the bidding process.
