1. South West Shoa Zone Water and Energy and Health Offices collectively invite water well drilling and construction contractors of category -3 and above who have the capacity for the Drilling and Construction of 6 Shallow wells, 3 for Ameya and 3 for Goro district (Lot 1) invited by Water and Energy Office and 2 Deep wells, 1 for Goro district Wayu Healthy Center and 1 for Becho District Shankur Health Center (Lot 2) invited by Health Office. Bid Document can be purchased from South West Shoa Zone Finance Office at working time with non-refundable fee of 400.00(Four hundred birr) starting from February 25, 2025 to March 17,2025 for 21 Calendar days.
2. A bidder must have Renewed Work Permit (Competency Certificate) from Construction Authority, Renewed Trade License, TIN, VAT Certificate and confirmation of Rig Ownership. All bids must be accompanied by a bid security of CPO or unconditional Bank guarantee of 200,000.00 (two hundred thousand) birr valid for 120 days after the date of bid opening. The bid security must be addressed to South West Shoa Zone Water and Energy Office.
3.  The deadline of bid submission shall be on or before 2:00 PM of March 17, 2025 and the Bids will be opened on March 17, 2025 at 2:30 PM in South West Shoa Zone Finance Office. One original and two copies of separately sealed Technical offer documents duly marked as "TECHNICAL ORIGINAL", "TECHNICAL COPY 1" and "TECHNICAL COPY 2" each in separate envelope and all the three separate envelopes placed in one large outer envelope and marked as TECHNICAL OFFER DOCUMENTS and One original and two copies of separately sealed Financial offer documents duly marked as "FINANCIAL ORIGINAL", "FINANCIAL COPY 1" and "FINANCIAL COPY 2" each in separate envelopes and all the three separate envelopes put in one large outer envelope and marked as FINANCIAL OFFER DOCUMENTS. The bid security shall be separately enclosed in the envelope and submitted with the technical proposal envelope marked the name of the bidder on the envelope. All large outer envelope and inner envelopes must be sealed, stamped, signed and shall bear the submission address, client name, project Name, Address of the client and address of the bidder and to be clearly marked as "TO BE OPENED ONLY IN THE PRESENCE OF TECHNICAL COMMITTEE". If all envelopes are not sealed, have no necessary information and not marked as required, the public body/technical committee/shall assume no responsibility for misplacement or premature opening of the bid.
4. The Financial and Technical offer document shall remain sealed and deposited in a box prepared for this purpose in the presence of auditor or any other authorized body by the client.
5. The bidder whose bid has been determined to be score 70% and above for both in technical evaluation to the biding documents and with the lowest price after arithmetic check shall be recognized for award.
6. Bidder who scores minimum technical requirement and lowest price for both lots shall be awarded both lots.
7. Any attempt of submission of forged document shall result in rejection of bidder.
8.  The validity of the bid shall be 90 days from the date of bid opening.
9.  South West Shoa Zone Water and Energy Office and Health Office reserve the right to reject any or all bids.
