1. Introduction

Development Expertise Center (DEC) is a development and humanitarian organization committed to national development through integrated and sustainable program interventions. DEC implements Change the Game Academy (CIGA) in Ethiopia, focusing on Local Fundraising (LFR) and Mobilizing Support (MS) to enhance community self-reliance.

To assess CIGA's long-term impact, DEC seeks to conduct research that analyzes program outcomes, supports evidence-based learning, and contributes to cross-country impact measurement efforts.

This research will consist of two studies:

1. LFR Impact Assessment - Evaluating financial and resource mobilization outcomes.
2. MS Impact Assessment - Assessing advocacy, lobbying, and support mobilization efforts.

1. Objectives

The research aims to measure CT GA’s impact in Ethiopia and aggregate findings with global data using a consistent methodology.

Data collection locations: Addis Ababa, Oromia.

Amhara, Sidama, and South Ethiopia.

Required Expertise

2. The consultant must have:

• Proven experience in impact assessment, cost-benefit analysis, and field research in Ethiopia.
• Proficiency in mixed-methods research (qualitative and quantitative).
• Sensitivity to cultural, gender, and social inclusion considerations.
