1. Bidding will be conducted through Open National competitive procurement using a request for bids (RFB) as specified in the world Banks "Procurement Regulations for IPF Borrowers/ Grants" fifth edition September 2023 "Procurement Regulations", and is open to all bidders as specified in the procurement Regulations.
2. Tigray Agriculture and Natural Resource Bureau invites sealed Bids from Eligible and qualified bidders (contractors) fulfilling and submit the following requirements
a) Renewed trade license of 2017 Ethiopian fiscal year. The bidder Must possess a trade license from Ministry of water and irrigation and Energy, from Bureau of Water and Energy, from Ministry of construction or Regional Construction Bureaus and It will be Category of WWC-4 or/ GC-4 and above
b) Copies of Vat registration certificate and TIN number
c) Tax clearance which states its eligibility to participate in public bids at least at the deadline for the submission of bids.
d) Trade license must possess WWC or GC
3. Interested eligible Bidders may obtain further information from Tigray Agriculture and Natural Resource Bureau, and inspect the bidding document during office hours (8:30 AM to 5:30 PM) at the address given below.
4. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Birr 1000.00(Birr One thousand only). The method of payment will be in cash/cashier's check, payment to account No. СВЕ 1000539035658 with a presentation of deposit slips in person and inspect the bidding document during office hours 8:30 AM to 5:30 PM.
5. All Bids must be valid for a period of Forty Five days (45 days) after Bid opening and must be accompanied by bid security of birr ETB 1,000,000.00 (One Million Birr only) in the form of unconditional Bank Guarantee, or CPO and they shall be delivered to the above mentioned Employer Bureau at or before bid closing date at (9:30 A.m. March 17/2025. Insurance Bonds are not acceptable. For Bank Guarantee the bidder must use the Bank Guarantee form included in section IV (Bid Form) of the Bidding document.
6.Bids must be delivered to the address below; at or before (9:30 A.m. March 17/2025. bidders should offer one original and two Copy of technical and financial Bids sealed separately and enclosed in one other envelope in accordance with the requirements presented in the bid data sheet.
7. Bids shall be opened at (10:00 A.m. March 17/2025 in the presence of the bidders or their representatives who wish to attend.
8. Electronic bidding will not be permitted. Late bids will be rejected.
9. The Bureau reserves the right to accept or reject all or parts of the bid.
