1. ANRS north gojjam zone bahirdar zuria woreda finance office through the Government of Ethiopia has received finance from the SHIDIP and intends to apply parts of the funds for eligible payments under the contract for which this invitation is issued.
2. ANRS north gojjam zone bahirdar zuria woreda finance office now invites eligible bidders who have work licenses in water works construction for the construction of the following Small Scale irrigation Projects.

3. Bidding of WWC-/WWGC/GWWC-Grade 5 and above is eligible to participate. Interested eligible Bidders may obtain further information from ANRS north gojjam zone bahirdar zuria woreda finance office inspect the bidding document during office hours from 2:30 A.M(local time) to 10: 00A.M (local time) Monday to Friday at the address given below.
4. A complete set of bidding documents in English may be purchased directly from the ANRS north gojjam zone bahirdar zuria woreda finance office room '04' upon payment of a none refundable fee Birr 500/five hundred/ Birr/. The method of payment will be in cash. The bid document will be directly sent by the bidder or its legal representative.
5. The bid closing date shall be on the last day of 21h consecutive working days after announcement of the notice at 11: 00A.M (local time).
6. The bid will be opened on the 22th day at 4:00 A.M (local time) in the presence of the bidders or their legal representatives who wish to attend. If the bid opening date is Holiday, opening date will be the next working day. Electronic Bidding shall not be permitted. Late Bids shall be rejected.
7. Bid shall be valid for a period of sixty (60) days after bid opening.
8. All bids should be submitted based on the free-market price and current basic materials should attach the bid document.
9. Both the pre-qualification and price bid document shall be the separate envelopes and wax sealed (one original and one copy).
10. Applicants who do not score a minimum of 70% of a technical qualification criterion allocated 100% points will be considered as not pre-qualified and their price (financial) bid document will be returned to the applicant without opening it. And all bids will be evaluated technical and financial least bidder.
11. Bidders must present VAT registration certificate.
12. Bidders must provide certificate of satisfactory execution of previous contract and/or not experience provided by other contracting parties to other to the contracted concerned in number and within the period specified in the bid sheet for similar size /type of contract within a budget at least that of this contract.
13. Bidders are required to submit copies of all eligible documents and licenses, which are renewed for the year 2017EC. The following document renewed license, VAT registration certificate and tax payer identification number TIN, the bidder should have be attached this document on both financial and Technical proposal of their bid document.
14. The Bureau reserves the right to accept or reject all or part of the bids without giving reasons.

Note: If the Bid for an unit price contract, which results in the lowest Evaluated Bid Price the percentage by which quantities may be decreased is 25%, is seriously unbalanced, front loaded or substantially below updated engineering estimates the Employer/bidders may require full fill the precondition of the government procurement principles only.
