Somali Regional State Health Bureau invites eligible bidders to furnish the necessary material, labor, and equipment for the construction of different health center

INVITATION TO TENDER

To: all contractors of category GC/BC class III and above with licenses valid for the year 2017 E.C

Somali Regional State Health Bureau invites from eligible bidders to furnish the necessary material, labor, and equipment for the construction of the following sites at the Somali Region

1. To buy documents, the bidder has to Present an application letter, an Original Registration Certificate from the Federal Ministry/Regional of Urban Development and Construction, a Supplier Certificate of Registration from the Federal Ministry of Finance and Economic Development/Bureau of Finance and Economic Development, valid Business /Trade License in construction, Tax Clearance certificate, VAT registration certificate, and Tin Registration.
2. Eligible bidders are required to submit Technical (One Original & One Copy) and Financial(One Original & Two Copies) proposals in two different envelopes.
3. A complete set of documents, in English, may be purchased by any interested eligible bidder against a non-refundable fee of Birr 2,500 ( Two Thousand Five Hundred Birr) at: Somali Regional State Health Bureau, Office of the Procurement, Tel:025-775-4558, P.O.Box 238 Jigjiga, Ethiopia
4. All bids must be accompanied by a bid security in the form of a Certified Payment Order (CPO) or a Bank Guarantee of amount 500,000 Birr / Five Hundred Thousand Birr/
5. Bids Must be delivered to the Somali Regional State Health Bureau, at the 16th day as of the bid is advertised on The Ethiopian Herald Newspaper at 9:00 Am in the morning. The technical proposal will be opened in the presence of the bidders or their authorized representatives who choose to attend the bid opening ceremony at the Management Hall of Somali Regional State Health Bureau, on the 16th day as of the bid is advertised on The Ethiopian Herald Newspaper at 9:00 Am in the morning. N.B. If the bid opening ceremony date is not a working day, the bid opening date will be the next working day.
6. Bids shall be valid for 90 days after bid opening.
7. The financial proposal of the bidders who pass the technical qualification criteria shall be opened in the presence of the bidders who choose to attend on the date to be announced by the employer.
8. The construction works should be completed within a maximum period of Three hundred Sixty-Five (365)
9. A bidder is allowed to participate in only one lot or site; and time
10. Somali Regional State Health Bureau reserves the right to reject any bid and to annual the bidding process and reject all bids at any prior to contract award, without there by incurring any liability to bidders
