Detailed Geotechnical Investigation at three Land Slide Locations

1. The Federal Democratic Republic of Ethiopia, represented by the Ethiopian Roads Administration (ERA), has signed a consultancy service for the Construction Supervision of the Sodo-Tercha Upgrading Road project; Lot 1: Sodo-Omo River with Associated Engineering Consultants PLC and the Construction works agreement with HUNAN HUANDA Road and Bridge Corporation (HHRBC).

During the construction of the works, the project exhibited geo-hazard problems at three locations, and ERA has allocated a budget to finance the Consultancy Service for Detailed Geotechnical Investigation of landslides at three locations as a part of the Construction works of the Sodo-Tercha Upgrading Road Project; Lot 1: Sodo- Omo River. The project is located in the South Ethiopia Regional State in the Wolayta Zone.

The objective of the service is to conduct a geotechnical investigation and based on the findings to propose countermeasures for landslides. The geotechnical investigation involves rotary core drilling, Standard Penetration Test (SPT), soil/rock samplings, and laboratory testing including mobilization and demobilization of drilling equipment, and Geophysical investigation such as Electrical Resistivity Tomography (ERT) and Seismic Refraction Survey (SRS) and Preparation of Technical Report.

Associated Engineering Consultants PLC, (the Employer's Representative) now invites eligible firms to provide services for Detailed Geotechnical Investigation. Bidding will be conducted through the National Competitive Bidding (NCB) procedures and is to all eligible domestic bidders as specified in the bidding document.

2. Interested eligible bidders shall submit the following certificates and evidence.

• Renewed and Valid Certificate of Competence for the current budget year
• Business Registration Certificate and Renewed Valid Trade License for the current budget year
• VAT Registration Certificate valid during the bidding period
• Valid Tax Clearance Certificate valid during the bidding period
• Registered in the FPPA's (e-GP) Supplier List
• Not debarred by the decision of FPPA
• Availability of drilling equipment necessary for the works

3. A bidder has to be registered to collect VAT and a copy of the VAT certificate, a valid business license, and other appropriate documentary evidence demonstrating the bidder's compliance, which shall include Trading Licenses and Registration Certificates, renewed for the bidding period, Tax Clearance Certificate and Registered in the FPPA's (e-GP) Supplier list must be attached with the application letter.

4. Only financial offers of those bidders who score the qualifying point, 70% and above will be opened on the financial opening date otherwise, the financial proposal will be returned unopened. The Employer's Representative shall address the financial opening date and time to the bidders.

5. Any attempt to submit a fraudulent document and or/ indication of a financial offer on the qualification document shall result in the rejection of the bid.

6. The Employers Representative has the right to reject a bidder who has received two warning letters (quality/progress), a termination history due to their own fault, currently conducting more than two ongoing projects for "Detailed Geotechnical Investigation" at the Country level, Regional and or/Zonal level.

7. The permitted method of communication shall be in writing. Throughout, the term "in writing" means communicated in written form and delivered against receipt.

8. The Employer Representative reserves the right to accept or reject, modify or change the parts or all of the bidding process where it is necessary to modify the Invitation for Bids on his initiative or based on a request for clarification by bidders, at any time before the deadline for submission of Bid Proposals. Interested eligible bidder shall submit one original and one photocopy for both the Technical Proposal and financial offer. A complete set of bidding documents in English may be purchased by interested bidders for ten consecutive days as of the date of announcement or publication of the bid from 8:30 am to 12:30 pm and 1:30 pm to 5:00 pm from Mondays to Fridays, on the submission of a written application to the address below and upon payment of a non-refundable fee of ETB 1,000.00 (One thousand Birr) including VAT.
