Oromia Roads and Logistics Bureau (ORLB) now invites all eligible local Contractors of Category GC-3 or RC-3and above from Ethiopian Construction Authority or Oromia Construction Authority to submit sealed bids for providing the necessary Labor, Materials, and Equipment

NOTICE OF INVITATION FOR BID

Procurement Reference Number:-ORLB/NCB/RFP/RP-13/2017

1. The Ethiopian Roads administration has allocated the Budget towards the cost of the Sintu-Bage road rehabilitation project and intends to apply a portion of this budget to payments for the rehabilitation of the project.
2. The Oromia Roads and Logistic Bureau (ORLB), on behalf of the Ethiopian Roads administration, Road fund directorate now invites eligible bidders to submit sealed bids for providing the necessary Labor, Materials, and Equipment for Rehabilitation works of under listed project. The project name, location, Length, amount of bid security and the total period of rehabilitation work including the required mobilization time is indicated in the table below.

3. Oromia Roads and Logistics Bureau (ORLB) now invites all eligible local Contractors of Category GC-3 or RC-3and above from Ethiopian Construction Authority or Oromia Construction Authority to submit sealed bids for providing the necessary Labor, Materials, and Equipment for the Rehabilitation works of the above project.

Invited bidders should fulfill the following requirements and other appropriate documentary evidence demonstrating the bidder's compliance, which shall include

• Commercial Registration Certificate and Renewed Trade License for bidding period
• Tax Clearance Certificate valid for the bidding period,
• VAT registration Certificate and Taxpayer identification (TIN) Certificate
• Evidence of being registered at Nthe ational Electronic Government Procurement Portal supplier list
• Interested eligible bidders may obtain further information and inspect the bidding documents from ORLB at office working hours. A complete set of bidding documents prepared in the English Language may be purchased by any interested eligible bidders on the submission of a written application to the ORLB Procurement Directorate and upon payment of a non-refundable fee of ETB 1000.00 (One Thousand Birr Only) effective from the first date of announcement up to the deadline.

5. Bidding will be conducted through the National Competitive Bidding (NCB) procedures and is open to all eligible domestic bidders as specified and defined in the bidding document.

4. The bidder shall submit One Original and two photocopies for both the Technical proposal and financial offer. Technical proposal will be sealed in such a way that one original and one photocopy to be sealed in one envelope while the second photocopy will be sealed in another envelope separately and labeled as "One ORIGINAL & One PHOTOCOPY" and "Second PHOTOCPY" respectively, then placed in another outer envelope along with bid-security as indicated in the above table, in an acceptable form as indicated in bidding document. The financial proposal will be sealed in such a way that one original and one photocopy to be sealed in one envelope while the second photocopy will be sealed in another envelope separately and labeled as "One ORIGINAL & One PHOTOCOPY" and "Second PHOTOCPY" respectively, then placed in another outer envelope. Finally, the whole document shall be placed in a single wax-sealed envelope whose outer cover contains all necessary information about the firm & Employer including project information.
5. Bids must be delivered to the address below on or before February 24, 2025, at 2:00 pm. Late bids will be rejected. Technical Proposals will be opened by the ORLB in the presence of bidders' representatives who chose to attend at the address below on the same date at 2:30 pm
6. Bidders must meet the minimum qualification criteria for their Financial Proposal to be opened. Unqualified Bidders' Financial Proposal will be returned unopened to the Bidder.

7. The Financial Proposal of qualified bidders will be opened, at the same address given below, on the date that is to be declared by the ORLB Bid Endorsing Committee, after the completion of the evaluation of Technical Proposals.
8. ORLB reserves the right to reject any bid and to annul the bidding process and reject all bids at any time, without thereby incurring any liability to Bidders.
