SPECIFIC PROCUREMENT NOTICE REQUEST FOR BIDS SMALL WORKS (ONE-ENVELOPE BIDDING PROCESS)

1. The Ministry of Trade and Regional Integration has received/has applied for/ intends to apply for financing from the World Bank toward the cost of the Construction of Secondary Livestock Market Centers for Semera, Afar Region, and intends to apply part of the proceeds toward payments under the contract for Construction of Secondary Livestock Market Centers for Semera: For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank's Disbursement Guidelines for Investment Project Financing."

The Ministry of Trade and Regional Integration now invites sealed Bids from eligible Bidders for the Construction of the Semera Secondary Livestock Market Center, located in the Afar Region, for a period of 6 months with a margin of preference applicable for Ethiopian nationals, as set by the Procurement regulation of the World Bank and the Request for Bids Instruction to the bidder.

2. Bidding will be conducted through National competitive procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" fourth edition, revised November 2020 ("Procurement Regulations"). The RFB is open to all Bidders as defined in the Procurement Regulations.
3. Interested eligible Bidders may obtain further information from the Ministry of Trade and Regional Integration, DRIVE, Project Coordination Unit office, Room No: 109, First floor, old Building, Email: meketabook888@gmail.com, and inspect the bidding document during office hours from 2:30 to 6:30, Morning, and 7:30 to 11:30, afternoon Local time, at the address given below.
4. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Birr: 500 (Five Hundred Birr). The method of payment will be Cash transfer through CBE, Account Name: Ministry- of Trade, and Regional Integration, Account No: 1000451446348. The document will be sent via email or made available for external storage/Flash. Any bidder interested in participating in the bid must register in person, with submission copies of Bank Advice, for Cash Transfer, and renewed license copies.
5. Bids must be delivered to the address below. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend, at the address below, on the Bid Closing date, and Time, February 20th. @ 4:00 Local Time.
6. All Bids must be accompanied by a Bid Security of Birr: 400,000 (Four Hundred Thousand Birr).
7. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form, as included in the bidding document.
