- The Federal Ministry or Labor and Skills (MoLS) has received financing from the Italian Agency for Development Cooperation (AICS) toward the cost of the Procurement of Works. Goods and Non-Consulting Services for TVT Colleges, and intends to apply part of the proceeds toward payments under the contracts for Supply of Sets of Processing Equipment, items and measurement tools for agro-processing Industry, complete set of spare parts, consumables, delivery, installation. training. O&M manuals and commissioning. For this contract, the Ministry of Labor and Skills shall process the payments using the Direct Payment disbursement method, as defined in the World Bank's Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through Letter of Credit."

Lot 1: Four (4) Sets of end-to-end Fruit & Vegetable Processing Equipment for 4 TVT Colleges of Negele Arsi in Central East Oromia. Til in Southwest Amhara, Aleta Wondo in Sidama and Dilla in Southern Ethiopia Region.
Lot 2: Four (4) Sets of Measurement and Lab tools for Fruit & Vegetable Processing industry for 4 TVT Colleges of Thill in Southwest Amhara, Negele Arsi in Central East Oromia, Aleta Wondo in Sidama and Dilla in Southern Ethiopia Region.
Lot 3: 1 set of end-to-end Milk & Dairy Products Processing Equipment Bure TVT College of Southwest Amhara
Lot 4: 1 set of dairy industry measurement and Lab tools for Bure TVT College of Southwest Amhara
Lot 5: I set of processing equipment for the meat industry, for the Batu TVT College Central Eastern Oromia
Lot 6: I set of measuring and lab tools for the meat industry, for the Batu TVT College Central Eastern Oromia
- 3Bidders may Bid for one or several lots, as further defined in the Bidding document.
- Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.
- Bidding will be conducted through international competitive procurement using a Request for Bid (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" [September, 2023] ("Procurement Regulations"), and is open to all eligible Bidders as defined in the Procurement Regulations.
- Interested eligible Bidders may obtain further information from the Ministry of Labor and Skills and inspect the bidding document during office hours from 09:00 to 16:00 hours at the address and contact person(s) given below.
- The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee' of 1,500 ETB. The method of payment will be through Bank deposit to Commercial Bank of Ethiopia Gurd Shola branch account No. 1000461142331. The document will be sent or issued in hard and soft copy.
- Bids must be delivered to the address below on or before 10:00AM February 28. 2025. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked "ORIGINAL BID", and the inner envelopes marked "TECHNICAL PART™ will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend, at the address below on 10:30 AM same date. All envelopes marked "SECOND ENVELOPE: FINANCIAL PART" shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
- All Bids must be accompanied by a Bid Security of amount as detailed below in the form of unconditional bank guarantee or CPO where the foreign bidders shall authenticate their respective bank guarantees by a local bank in Ethiopia.
