INVITATION TO TENDER FOR "Detailed Geotechnical Investigation of Two Bridges"

In accordance with the overall road sector strategy, the Road Fund Office of the Federal Democratic Republic of Ethiopia, represented by the Ethiopian Roads Administration (ERA), has allocated budgets to finance the Consultancy Service for detail engineering design and tender document preparation of package II & VI bridge projects.

1. The projects are located in the Southern and Eastern parts of the country respectively.

• Kulifo Bailey Bridge Project-is found in Gamo Gofa Zone Arbaminch Town of South Ethiopia Regional state along Mereheb Abaya (Airport)-Arbaminch road segment, 480 km far from Addis Ababa.
• Dire Dawa Ejello River Multiple Box Culvert- is found in Dire Dawa City Administration and 493km far from Addis Ababa and from Dire Dawa 9km far along Dire Dawa-Dengego asphalt road. The design service is awarded to Prominent Engineering Solutions plc.

The objective of this service is to provide parts of the exertion (Geotechnical investigation services for Two Bridges). The Works to be carried out under this contract comprises Detail Geotechnical investigation including mobilization and demobilization of drilling equipment, all necessary accessories and crew to the project site, study of regional and the bridge site seismic hazards, drilling of boreholes by using rotary drilling rig, determination of SPT-values to determine strength of various layer, extract disturbed, undisturbed and core samples to determine Engineering properties of the site, establishment of ground water condition, detailed geotechnical logging of boreholes, laboratory testing of collected samples, Preservation of cores/study samples and Preparation of Technical Report.

Prominent Engineering Solutions PLC now invites eligible firms ("Consultants") to provide the services for 'Detailed Geotechnical Investigation'. Bidding will be conducted through the national Competitive Bidding (NCB) procedures and is open to all eligible domestic bidders as specified and defined in the bidding document.

2. Interested eligible bidders shall submit the following certificates and evidences.

• Renewed and Valid Certificate of Competence for the current budget year

• Renewed Valid Trade License and Business Registration Certificate for the current budget year
• VAT Registration Certificate valid during the bidding period
• TIN Registration Certificate valid during the bidding period
• Valid Tax Clearance Certificate valid during the bidding period
• Registered in the FPPA's Supplier List
• Debarred by decision of FPPA
• Availability of drilling equipment necessary for the works/ minimum of two rigs that can perform both sites simultaneously

3. A bidder has to be registered to collect "VAT" and copy of VAT certificate, valid business license, and other appropriate

documentary evidences demonstration the bidder's compliance, which shall include Trading Licenses and Registration Certificates, renewed for the bidding period, Tax Clearance Certificate and Tax payer identification (TIN) certificate and Registered in the FPPA's Supplier list must be attached with the application letter.

4. Only financial offers of those bidders who score the qualifying point, 70% and above will be opened on the financial opening date otherwise; financial proposal will be returned unopened. The client "Consultant" shall address the financial opening date and time to the bidders.
5. Any attempt of submission forged (false) document and or/ indication of financial offer on the qualification document shall result in rejection of the bid.
6. The contracting body "Consultant" has the full right to reject any "Sub-Consultant" or/ bidder who has received two warning letters (quality/progress), those who have termination history, those who have more than two ongoing projects for "Detailed Geotechnical Investigation" be it at Country level, regional and or/zonal level.
7. The permitted method of communication shall be in writing. Throughout this Request for Proposals the term "in writing" means communicated in written form and delivered against receipt.
8. The contracting body "Consultant" reserves the right to accept or reject, Modify or change the parts or all of the bidding process where it necessary to introduce modification to the Request for Proposals on its initiative or on the basis of request for clarification by Sub-Consultant, the client "Consultant" may modify the Request for Proposals at any time prior to the deadline for submission of Bid Proposals.

Interested eligible bidder shall submit one original and one photocopy for both Technical Proposal and financial offer.

Interested eligible bidders may obtain further information and inspect the bidding documents from Prominent Engineering Solutions PLC at the address given below from 8:30 am to 12:30 pm and 1:30 pm to 5:00 pm from Mondays to Friday, Saturday 8:30 am to 12:30 pm local time.

A complete set of bidding documents in English may be purchased by interested bidders as of December 23, 2024, on the submission of a written application to the address below and upon payment of a non-refundable fee of ETB 500.00 (Five Hundred Birr) only, effective from the first date of announcement until January 04, 2025.
